NATO prepares permission to finance Ukraine by allies on two lines – sources
NATO leaders are preparing to make a decision to increase defense costs up to 5% of GDP – some of these expenses will be directed to support Ukraine, which can significantly increase the defense capability of the Ukrainian defense forces.

It is expected that the new expense target will be divided: 3.5% of GDP – directly to military needs, another 1.5% – to wider security projects, including infrastructure.
NATO Secretary General, Rutte, answering the question of « European Truth » before the ministerial meeting on June 4, said the increase in costs would not affect the support of Ukraine.
« It would be strange and unreasonable if the increase in NATO expenses would somehow hurt Ukraine and continue to receive what it needs to continue armed resistance … We will develop a new investment plan so that it does not affect the cooperation of allies with Ukraine so that you have everything necessary to continue the fight, » Rutte said.
NATO has already been credited part of the assistance for the Armed Forces of Ukraine in the cost of « solid safety », for example, the purchase of equipment.
This approach will continue, and the summit in the Hague will probably also officially allow states to account for Ukrainian assistance within 1.5% of the « soft security » component.
In particular, Rutte in writing informed the Allies’ governments in closed correspondence, where he presented to them the outlines of the project to increase defense expenses.
Through this letter among the allies, there was a different reading – it was necessary to hear that all help for the Armed Forces should now be transferred from the « rigid » block to « soft ».
According to the EP interlocutors, Ukraine actively convinced the Allies not to limit the accounting of assistance only a « soft » part, since 3.5% of GDP is a much larger resource.
NATO consensus is now to allow Member States to flexibly determine which category to attribute their assistance to Ukraine, depending on its nature.
« We want to give the allies the most flexibility as to what component they will include assistance to Ukraine, » Brussel reporters explained a high -ranking official involved in the development of new alliance goals.
According to him, this distribution will depend on the type of assistance, « it is impossible to count in military support all we provide to Ukraine. »
On June 5, US Defense Minister Pete Hegset said NATO members support the requirement US President Donald Trump on a significant increase in defense costs in the Hague summit.
It is not known that Spain is the last The great country of NATO, which has not yet joined the Alliance plan to announce the intention to spend 5% of GDP on defense.
