National projects of technological leadership will receive the necessary by -laws

The national projects of technological leadership will receive the necessary operational and managerial “insanity” for their implementation – the Ministry of Economy prepared two packages of such documents (Kommersant has). They determine the roles of the participants in the process of achieving technological sovereignty, the procedure for eliminating regulatory and market barriers, and monitor the effectiveness of the policy pursued by the authorities in this area. Documents are also laid by the basics of systemic planning for the development of technologies for medium and long-term periods and with the involvement of scientists and business representatives to work.

The Ministry of Economy has developed two packets of by -laws for the implementation of the Law on Technological Policy. Recall, he recorded the goals of the state in this area, the ways to achieve them, and also set up budget support for uniform priorities. Eight national projects of technological leadership (NPTL) have already been developed, including automation, ensuring food security and new materials. Work on these projects due to sanctions risks is carried out closed, but they need the management “suicide” as well as ordinary national projects.

The first package of documents – the draft resolution « On the features of the implementation of the NPTL » and the application to it – forms the operational contour of the technological policy.

They provide for monitoring its effectiveness – evaluating targeted indicators, analysis of the implementation of technology development plans, a methodology for assessing the level of readiness of technology and production. The document, in particular, establishes the rules for the formation and implementation of the NPTL, the composition of measures and the requirements for the content of cards of technological cooperation. The map should be listed by participants (technology developers, the main performers, qualified customers, head scientific centers), technologies themselves, products name, the total amount of financing, and so on. Such a card is a central document that is attached to the NPTL passport in the electronic budget system.

A separate block is devoted to eliminating barriers in development. The procedure for their “extending” for each NPTL is regulated – we are talking about both regulatory restrictions, and about the measures of phased protection of the domestic market, standardization of products, and optimization of certification procedures. By decision of the Presidium of the right to committee, through plans that are not tied to one NPTL may be approved – for example, by a separate critical, through technology or the type of high -tech products.

The second package of documents of the Ministry of Economy is devoted to planning technological policy – the corresponding draft of the resolution and application to it forms the basis for managing the process of developing the lists of critical and through technologies, as well as types of high -tech products.

It also contains methods for assessing the level of readiness of technologies, the created products and technologies for their production. So, it is assumed that lists of critical and through technologies, as well as types of high -tech products will be developed on the basis of plans, which, in turn, can be formed in reference to industries or to the technological direction. Planning will occur both to medium -term (up to seven years) and long -term (more than this period) periods.

The procedure for preparing plans includes seven stages. Everything begins with the holding of the force line necessary to determine the list of industries or technological areas for developing the plan, and initiating development based on the results of the brainstorming. It ends-by considering the draft plan at a joint meeting of the Presidiums of the right to committee on the modernization of the economy and innovative development (it is headed by the First Deputy Prime Minister Denis Manturov) and the Commission on Scientific and Technological Development (Deputy Prime Minister Dmitry Chernyshenko) and the approval of the government. Profile departments form projects of plans. Fasting is supposed to attract leading scientists and business representatives. In addition, draft plans will undergo an examination of the Russian Academy of Sciences and the Expert Council under the Presidium of the right to committee.
