MPs decided to reduce the maximum speed on the highways

Reduction of highways from 140 km/h to 130 km/h. Measurement of average speed of motion through the cameras of the toll system. A compulsory companion for 17-year-old Category B. Video surveillance with municipal cameras to monitor violations and fines to go to the budget of the municipality in which they were committed.

This is envisaged by some of the amendments to the Road Traffic Act, which were adopted at first reading in parliament. The deputies hurried to work on a total of the six bills after the severe crash near Telish, in which 12-year-old Siana Popova died. In the middle of the week, they were all voted unanimously by the line parliamentary committee, stating that the texts would be refined between first and second reading. This was stated today by all parliamentary groups.

Only the Proposals of the Revival did not receive support. They voted for the MPs of the Proimel Party, the BSP, the MRF -DPS, « There is such a people », a sword, one MP from GERB and seven of « We continue the change – Democratic Bulgaria ». 12 votes did not reach the Renaissance to pass their suggestions.

The changes to the law proposed by the Council of Ministers, GERB and separately by Bozhidar Bozhanov and Yavor Bozhankov from « We continue the change – democratic Bulgaria » were adopted, but without the support of « Revival ». Delyan Peevski’s « New Beginning » did not support the ideas of Bojanov and Bozhankov, and most of them were criticized by the MPs of the Pro -Kremlin Party.

In their speeches during the debate, MPs often said that they needed support for the changes to be able to move as quickly as possible. Most of the MPs have specified that their parliamentary groups will make suggestions for refining the texts between the first and second reading.

The maximum highway speed is reduced by 10 km/h to 130 km/h. According to the MRF – a new beginning, Kalin Stoyanov is a resonant measure, since the roads in the country are not in good condition. He gave as an example neighboring countries in Bulgaria, where this speed is 110-120 km/h. As an additional measure, he suggested that the book be taken for several months, as fines do not bother each of the drivers.

The maximum speed on the highways to become 130 km/h adopted at first reading Resort Commission

One of the accepted proposals provides for such a sanction. When driving over 40 km/h above the permissible speed in an urban environment and over 50 km/h in the out -of -town book, the book should be taken away for 2 months.

Introducing average speed restrictions through the toll system is a measure that is expected to have a serious effect on reducing speed and disorders. However, the accepted proposal caused a debate on how it will be implemented.

The Revival asked if it would be possible to fine a driver twice for the same violation or not fines if he had committed one. He gave an example of detecting an average speed in a section of a highway. If there is a stationary or mobile camera for speed in this section and it reports speeding, but the average is not exceeded. There were also opinions that at average speed the ahead would become much more difficult, as someone will develop a higher speed during the maneuver and then have to reduce to enter the norms.

The project of the Council of Ministers contains the introduction of a compulsory companion in 17-year-old drivers. The idea did not come across much support, because one of the hypotheses is that the escort has a book for 20 years, but so far he has traveled 200 km behind the wheel. Some MPs have also talked that the companions should also be responsible if an accident on the road occurs.

As a longtime mayor of Sofia, Yordanka Fandakova (GERB) defended the idea of her party to actively involve municipal cameras in the monitoring of road violations. It is envisaged that 70% of the funds raised from such fines will go to the budget of the municipality, where the violation has been established. The money from the fines will be used for « infrastructure and technological measures ».

« There are 700 municipal cameras in Sofia and at least half can be adapted to measure speed very quickly. Fines should also be served by the municipality employees when performing another type of services, » Fandakova added.

Among the ideas of « Renaissance » that were not accepted, there was one related to the electric drones. The Proimel Party wanted all vehicles with a power of up to 25 km/h and 500 watts to be viewed as bicycles and all others as a motor vehicle. Thus, they will definitely have to move on the road surfaces.

The adopted proposals of Yavor Bozhankov, on the other hand, was related to the large number of false positive drug tests. He insists that no such severe penalties be imposed in a drug use, because the positive test may be due to medication. According to him, in these cases, the book should be taken up to 72 hours, not up to 18 months. In addition, the registration of the car should not be deleted.
