Mosobladu allowed motorcyclists to stand for free in paid parking lots
Mosobladu adopted a law allowing owners of motorcycles and electric vehicles to store their transport for free in paid parking lots. This is done to popularize two -wheeled vehicles, deputies say. They refer to the positive experience of Moscow, where parking for two -wheeled transport has been free since 2013. So far, there are only 1.8 thousand paid parking spaces in the suburbs, but over time there will be more. Motorcycles occupy less space than cars, and models are gaining more and more popularity to overcome dense urban traffic, and not a sports bike, the expert says.
Amendments to the Law “On the Organization of Roads in the Moscow Region” and other regulatory acts to the Moscow Region introduced in April 2025 the Parliamentary Committee for the Transport and Road Complex and Information Technologies. The authors of the document propose to give the right to individuals who own two -wheeled motorcycles, scooters and electric cars, the right to “free” parking in paid parking lots. It is stipulated that we are talking about parking in lands in state and municipal property.
The explanatory note to the document says that this is done to popularize the “use of two -wheeled vehicles” instead of cars. Legislators also note the positive experience of Moscow, where in the city paid parking lots, the parking lot of motorcycles and scooters has been free since 2013. Maxim Korkin noted the head of the Moso-Boats on the Transport and Road Technologies, presenting the project on April 10 in parliament that the project received comments on the regional governor Andrei Vorobyov, but they were all taken into account in the document. The bill was adopted by the Moscow Regional Duma in all three readings at once.
According to Avtostat agency, as July 2024, 73.5 thousand motorcycles were registered in the Moscow Region (94.9 thousand in Moscow, and 2.18 million in the Russian Federation). According to the traffic police of the Russian Federation, in 2024, 3.3 million vehicles were owned by individuals near Moscow, including 2.8 million cars. According to the Ministry of Energy of the Moscow Region, in February 2025, 20.8 thousand hybrid cars and 4.2 thousand electric cars were registered in the region.
Paid parking in the Moscow region began to function in November 2024. The Kommersant Ministry of Transport near Moscow reported that now 1.84 thousand paid parking spaces are equipped in 11 cities of the region. “This year, it is planned to expand the paid parking space in Krasnogorsk, Dolgoprudny, Sergiev Posad, Prominent and Podolsk, as well as the launch of paid parking lots in Khimki,” the department said, adding that the issue of the number of places for expansion is still in the study.
The head of the public association « Motorossia » Andrei Ivanov believes that parking for motorcyclists « should be free throughout the country. » This type of transport occupies “much less space than cars,” he explains. “Motorcycles are now developing new development. Sports and very powerful motorcycles are gradually leaving. But utilitarian motorcycles intended exclusively to overcome quite dense city traffic are gaining popularity, they are much safer and more maneuverable, ”says Mr. Ivanov. It recalls that in Moscow, parking for motorcycles is free for many years and thanks to this, « a huge number of people get to work quickly. »
