Moscow talked about budget places in colleges for nine -graders
This year, 93% of budget places in capital colleges will be reserved for Moscow nine -graders. “Kommersant” found out, having studied the data of the city department of education and science. The city hall allocated 35.5 thousand free places to the capital’s graduates and promises to increase this number if necessary. In parallel, the authorities of the capital approved the regulatory framework for the experimental reception campaign to colleges-they will not be credited to the certificate competition, but by the OGE points in the Russian language and mathematics.
The Department of Education and Science of Moscow (Donm) told Kommersant that this year the ninth grades of the capital’s schools will finish 116 thousand people. At the nearest reception campaign, the capital colleges received 38.2 thousand budget places. At the same time, only schoolchildren with Moscow registration will be able to study at 35.5 thousand of them. Thus, for nonresident nine -graders, only 7% of budget places in the system of secondary vocational education (SPO) are expected.
The government of Moscow is subordinate to 63 colleges, about 130 thousand people study in them. Last year, 40 thousand budget places were allocated for the first courses of the capital’s OTO, 36 thousand of which were reserved for graduates of the ninth grades. There were even more people: then about 38 thousand schoolchildren (about 35% of the total number of Moscow nine -graders) entered colleges. Vice-mayor Anastasia Rakova is sure that the popularization of training in colleges will help close the needs of the capital in labor. According to her, three quarters of the Moscow employment service requires secondary vocational education.
Recall, on April 1, the president signed a law on a pilot draft to reduce the number of mandatory OGE for graduates who decided to go to the SPO. For nine -graders from the experimental regions, it will be enough to pass two exams – in the Russian language and mathematics to get a certificate of basic general education if they are going to go to college. Those who are going to study in the tenth grade will, as before, take four exams: Russian, mathematics and two subjects at the choice of a student. Initially, five regions were supposed to participate in the experiment, by the second reading in the State Duma, their number even expanded to 12. But in the end, the Ministry of Education said that only Moscow, St. Petersburg and Lipetsk region would cope with the task. Under the terms of the experiment, the local authorities have the right to determine the minimum AGE points necessary for admission to high school, and will establish which particular examples of choice will need to be passed depending on the profile of training. Moreover, for graduates of local schools a separate competition for budget places will be held. How exactly the process of admission to the SPO will be carried out, each region determines independently in local acts – for this they have 30 days.
The first of the first-pilles regions prepared the regulatory framework in Moscow: the capital authorities published signed orders on April 8.
From them it follows that Moscow graduates will be enrolled in all city colleges in all specialties on the basis of AGE points in the Russian language and mathematics (recall, according to federal standards, admission to colleges is carried out on the basis of the average certificate point). According to Donm, « this will ensure transparency and objectivity. » The certificate will be received by everyone who was able to overcome the threshold for these two exams. However, the selection to the tenth grade will take place in accordance with the rules established by each individual school, and only for those who have passed all four OGE.
In order to take the opportunity to pass only two exams, nine -graders need to change the choice of OGE from four to two objects until May 15 on May 15. The teachers interviewed by the “Kommersant” intend to motivate schoolchildren to take all four exams, because this will leave them the opportunity to choose where to study – at school or college
The city hall promises that everyone who surrendered two OGE will be able to get to colleges to the budget – if necessary, the number of seats will increase. However, the documents do not indicate that nine -graders will be able to enter precisely the specialty they have chosen or in the desired college – just a budget place is guaranteed at any city college where there will be places. According to what logic will their expansion will occur in the Donm did not explain.
Note that in the remaining pilot regions, by -laws have not yet been approved.
The Ministry of Education of the Lipetsk region reported “Kommersant” that the documents are still under development. The Petersburg Committee on Education published only draft orders – they are on anti -corruption examination until April 14. The city authorities plan to lower the threshold of mandatory AGE points regarding the Rosobrnadzor scale. So, for the triple in mathematics there will be enough 6, not 8 points out of 31; In the Russian language-14, and not 15 out of 37. The vice-governor of the city Irina Potekhina noted on April 8 that it is planned only in 19 preparations to accept graduates who passed only two exams. Among them are cooks, welders, shipbuilders, electrical installers and masters of finishing work. It will be possible to unlearn them in 29 colleges of the city out of 115, for other directions it will be necessary to take four OGE, as before. “If you are not sure of choosing or still think of continuing your tenth grade, pass four exams,” Ms. Potekhina concluded. The regions must approve all documents until May 1.
