Moscow announced a competition for the supply of road signs with « counter investments »

The Moscow authorities are looking for a contractor who, as part of a new offset contract, organizes the production of road signs in the city. This may be the modernization of existing factories or the construction of a new one, the decision on this score has not yet been made. The Moscow City Hall is ready to invest 8.8 billion rubles in the project, expecting from the contractor the supply of about 1.45 million road signs, tablets and other components for ten years.

A competition for the supply of road signs, which provides for “counter investment obligations”, was announced on the public procurement portal of the capital Center for Traffic Organization (Central Department of Internal Affairs). We are talking about the so -called offset contract, under the terms of which the future contractor will create a production base in Moscow in exchange for guaranteed orders. For ten years, the city authorities will buy 200 types of road signs and their components, such as fasteners from the contractor.

It became known about the decision of the capital’s authorities to hold a similar tender in January, when the mayor Sergei Sobyanin signed the relevant order. The Moscow City Hall then said that investments in the project will amount to more than 1 billion rubles. (See “Kommersant” from January 20), the same amount appears in terms of reference to the tender. Money should be invested in new production within 24 months from the date of conclusion of the contract.

Moscow regularly purchases road signs at the auction, but so far these were one -time purchases. In 2022 Contracts for the supply of “individual design” signs for 358 million and 432 million rubles. They were concluded with the North Caucasus plant of metal structures (Krasnodar Territory) and Stroy Invest Project. In 2023 A contract for 150 million rubles. The data department entered into the supply of signs with the Samara company Strod Service. Localization of production under the offset contract guarantees “high quality and durability of road signs and thereby contribute to increasing road safety,” the city hall explained. According to the data center, as December 2024, 900 thousand road signs were placed on city streets in total.

Under the terms of the offset contract, the “variability of the methods of fulfilling oncoming investment obligations” is provided, Kommersant explained to Kommersant in the metropolitan department of investment and industrial policy (DIPP).

In other words, the investor can both build a new enterprise and modernize the existing one: the method of implementing the project, as well as the location of production, is determined by the winner of the competition after the conclusion of the contract. Now, according to DIPP, in Moscow there are four manufacturers of road signs – “Sign”, “Prime Media”, “PC Bestmash” and “Alliance”.

Moscow has a rich experience in implementing perennial contracts. So, in 2017–2024, the structures of the metropolitan authorities, according to the Moscow City Hall, entered into 28 offset contracts in total by 621 billion rubles, including the supply of batteries for electric buses, elevators and drugs. Under eight contracts by January, the contractors had already completed the creation of production and began supplies, the Moscow government reported. At the beginning of the year, the capital’s authorities also announced plans to conclude offset contracts to create the production of fast electric loading stations: investors organize the production of equipment, the city guarantees them the purchase of 3.6 thousand stations.
