But with ongoing unemployment you cancel skills, human capital is lost. The level is a signal: From now on please no longer be so picky. Such stages are not intended in Austria. With the result that better earners in particular have to accept significant cuts when they lose the workplace.
Austria provides a specialty for this: emergency aid. It is only marginally lower than unemployment benefit, but can be obtained indefinitely. In fact, it is therefore a social benefit that feeds on the pot of unemployment insurance. So it would only be logical to let them run out after a certain time or to transfer them to social assistance. So far, however, this has not been politically feasible.
The restriction of the additional income is a real first step. The next one should be to raise unemployment benefit and introduce a time graduation. Everything is in the fully developed labor market reform. You can still find them in the filing cabinets of the Ministry of Economic Affairs.
