Montenegro will deliver documents and emails to PGR
Luís Montenegro will deliver to the Attorney General’s Office (PGR) all documentation regarding accounting, emails, customer list and commercial activity of Spinumviva, the company that founded in January 2021, along with wife and children, the sunrise learned. The prime minister thus anticipates any request made by the PGR as part of the preventive investigation he opened, according to the Attorney General, Amadeu Guerra, announced last Wednesday.
It is recalled that the PGR has announced that it has opened « a preventive investigation to the data to collect additional elements in relation to third entities. » The Attorney General explained that the investigation will not resort to ‘intrusive means’-such as listening or breach of bank or fiscal secrecy, which could only be authorized by a judge under a criminal investigation-but the collection of data in ‘open source and requests to third parties that may or may not provide the information’ requested by the prosecutor.
That is, taking into account the suspicions participated, preventive investigation is intended to gather the accounting of all companies related to the Spinumviva universe, including the company of the chief executive himself, for the MP to be able to assess whether there are facts that are indicated that a crime have been committed.
At issue are essentially two suspicions in relation to Montenegro’s family business.
Receipt of ‘gloves’
Of the suspicions raised, the most serious would be even an alleged corruption scheme, the thesis raised mainly by PS leader Pedro Nuno Santos. According to this, Montenegro’s family business could be receiving high amounts for fictitious services.
A hypothesis denied by specialized jurists consulted by the observer newspaper, which had access to more than 1,000 Spinumviva internal documentation pages, produced between 2022 and February 2025, when the chief executive reaches the PSD leadership and leaves the company.
According to the research work published yesterday by this communication body, « the data protection consulting services were effectively provided » and the sending of a part of the reports to customers was proven.
Asked by the observer, the PSD leader will have explained in detail how he raised the accounts of Solverde, Radio Popular, Ferpint, Sofarma (Lopes Barata, Consulting and Management, LDA) and Clip – Luso International College. But it continues without revealing the identity of occasional customers of Spinumviva, nor the specific amount of billing of each client.
Values above market price?
Regarding the suspicion of allegedly excessive price collection for the services provided, the same jurists guaranteed the observer not to be surprised by the values practiced by Spinumviva and that they are ‘in line with market values’.
In a statement published on February 28, the spinumviva guaranteed that « the prices charged and paid for the services provided meet the size and complexity of the work with each client and oscillate between the thousand and the monthly euros ». Solverde’s border was stipulated at the maximum value – 4,500 euros – which, according to the lawyers consulted by the observer, « does not shock », nor destroys the market values, given that involves the « almost daily monitoring of the activity » of the company.
200 to 300 annual interactions with solverde
Another relevant data advanced by the observer newspaper concerns the work carried out by the employees of Spinumviva, who would manage the Solverde, Popular Radio, Ferpint, Sofarma and CLIP electrical mailboxes, namely interactions with customers of these societies.
Solverde was the customer with more interactions with data holders, along with popular radio, which ranged from 200 to 300 per year.
« For a company with this profile, with this exposure, there are users to make such orders, I would say it is normal, » explains the jurist, quoted by the observer.
