« Model of Albania » for immigrants before the European Court

Can Italy create asylum Center in Albania? The European Court of Justice, meanwhile, opened the process for the matter. Other EU countries are also following the process closely.

Not only Rome but also many other countries are looking at great interest to Luxembourg. At the European Court of Justice began on Tuesday (25.02.) The process related to the Italian mechams built in Albania to establish asylum seekers from other countries.

EU Commission President Ursula von Der Leyen has expressly recommended that other countries learn from Italy's experience with Albania. After the EU summit in mid-October, she stated: « The idea of developing the return centers outside the European Union is not irrelevant, but it must be discussed. »

The EU wants to limit the number of asylum seekers. Political pressure on the governments of these countries for removing migrants who are not eligible asylum has increased. So far, according to von der Leyen, only one -fifth of them have returned. While with camps like the one in Albania, the EU can at least partially shift its problems to places outside the EU territory. The Commission plans to propose a new law on this issue next month.

Expulsion centers outside the EU borders?
EU internal commissioner Magnus Brunner has spoken of return centers as a model. He understands the concept « Only as a model for people whose asylum is rejected and who need to leave the country ».

Rejected asylum seekers can take refuge in such expulsion centers outside the EU borders. Those who win asylum themselves can enter Italy, while rejected asylum seekers will be deported from Albania to their country of origin or a secure third country. Other countries are also thinking of this concept. The Dutch right -wing government is considering setting up a repatriation center in Uganda.

German government: There is no model for Germany
Chancellor Olaf Scholz does not see this model as a good solution to the issue: “It is clear that concepts that represent very small decline when looking at the total numbers are not the best solution for a place as great as Germany. Minister Nancyser's interior says: “First of all, such a partner is the most difficult factor. The biggest challenge is finding secure third places. ”

Albanian Prime Minister Edi Rama has made it clear about camps in his country that the agreement applies only to Italy. “We share an unconditional love with Italy. We decided to do this out of sense of responsibility as neighbors, as Europeans, in order to copy the Italian model, other EU governments will have to find other secure countries, ”he said.

The process launched in Luxembourg will show whether this is a suitable model or not. DW
