Minzifra intends to simplify the creation of GIS on a single digital platform « GOSTOH »

The authorities intend to simplify and accelerate the creation of state information systems (GIS) on a single digital platform « GOSTOH ». It is designed to prevent the duplication of government departments on the “digital” – now the regions and departments often repeatedly order the developers of the same type of systems or their blocks. The first service appeared on Gostokh in 2022, but so far only 27 GIS operates on it. So far, the “Total“ Gostekh ”” did not occur due to the resistance of departments and the growth of expenses, and now the government makes a “new approach to the projectile”-it is formalized by the Minzifra developed by amendments to the law on information and communications, which de facto consolidate the central position of the “Gostekh” in the state.

The Mincifers prepared a draft amendments to the Federal Law “On Information, Information Technologies and the Protection of Information” – they enshrine the position of “Gostekh” as a single platform for the creation of GIS and other information systems of state bodies, local authorities and subordinate organizations. As explained in the department, now the functioning of GOSOST is regulated by the Presidential Decree No. 231 of March 31, 2023 and the provision on the platform, approved by Decree of the Government No. 2338 of December 16, 2022, the amendments will simplify the creation and development of GIS on the “GOSTOH” and accelerate the decision on its application.

The single digital platform « Gostekh » is needed to prevent duplication in the state order of GIS and their blocks with similar functionality. The first service on the platform was launched in 2022 – it became “federal property online”. The White House expected that with the development of the platform, all GIS would be transferred to it (see Kommersant on May 11, 2023), but so far the “Total“ Gostekh ”” has not occurred due to the resistance of individual departments and due to the fact that the cost of infrastructure and safety has grown up to the government (see Kommersant on September 18, 2023). According to Kommersant, the Mincifers were now put into operation on the platform and 27 GIS operates. “These systems ensure the provision of state and municipal services, control and supervision activities of various departments, including the Russian Guard, the Ministry of Sports, the Ministry of Education and Science, the Federal Property Management Agency and others,” said more than 4 thousand GIS, including GIS according to their accounting) there.

The bill on the central position of Gostekh in Gosit appeared after the Deputy Prime Minister and the head of the White House apparatus Dmitry Grigorenko were appointed curator in 2024. As stated in an explanatory note, amendments are needed to achieve the National Council « Digital Transformation of State and Municipal Administration, Economics and Social Sphere. » Departments will be able to convey the functions to ensure the performance of the systems of the profile organization – FCU GOSTECH (platform operator). In addition, the bill fixes the concept of cloud services, which will expand the application of this technology to automate the daily activities of departments.

The government began to solve the problem of “inequality” of departmental informatization in 2024. Thus, the Ministry of Construction of the White House on changes in the work of Gostekh-the appearance on the platform of the Unified Customer for the IT systems of the state (see Kommersant on December 17, 2024), including for the implementation of the national project “Kommersant” dated December 6, 2024). The document provides for a verification of the need for orders for GIS in order to eliminate their duplication and transfer to the one customer the control of its development. Technical (minsifers; controls execution) and functional (state bodies, extra -budgetary funds; determine the requirements for the functionality of GIS) customers will monitor developments in Gostekh.

“The task of“ GOSOST ”is to simplify the creation of GIS with ready -made standardized tools in a reliable unified technical development infrastructure. This will help not only speed up work and reduce costs, but also ensure compatibility of systems. In addition to GIS, Gostekh will also provide ready -made solutions for departments, for example, document management systems and analytical dashboard, ”Kommersant explained in the secretariat of Dmitry Grigorenko. “Ready -made solutions and services collected on Gostekh can be used as a designer so that the developers do not have to design the necessary solutions from scratch. For convenience and effectiveness, work is being carried out to improve Gostekh-feedback is being collected both from the Gorgans customers and from the developers of the IT solutions, ”they say.

One of the first practical applications of the platform format of work in Gostekh will be the creation and development of the GIS Rosstat “Digital Analytical Platform for Providing Statistical Data” (GIS DAC), which should become a technological engine for transformation of state statistics and replace the EMISS (the current unified interdortional system-statistical system that suffers from the divergence of departmental data) The immersion of administrative data in the GIS, so far not meet the methodological requirements of statistics, has also turned on the White House digital block under the control of Mr. Grigorenko. The creation of the platform involves the transition of all subjects of the official status and federations to a single technology for receiving reports in electronic form in machine -readable format. The creation of a unified methodology for processing data and requests management (two more fresh projects are devoted to this – the Ministry of Economy in terms of interagency work and the Federal State Statistics Service itself in terms of methodology) will help to solve the problem of displacement of information from various sources. Unification is expected to ensure the accuracy and consistency of indicators. In Rosstat they promise a single -time data collection of business and their maximum “rehearsed” by the state (see “Kommersant” from April 23).
