Mincifers offers benefits for placing equipment at state property facilities

Minzifra considers the ability to establish preferential rates for the placement of telecommunication equipment at state and municipal property facilities. The bill on simplifying the procedure for installing equipment at state and municipal facilities is being prepared for the second reading, they told Kommersant in the mincifers. According to the Kommersant source, familiar with the discussion of the initiative, the Ministry planned to completely cancel the fee of telecom operators for the placement of equipment, but did not agree on such a measure with the FAS.

Instead, according to the Kommersant source, the introduction of preferential rates for the placement of equipment at such facilities is now being considered. The discussion of the introduction of preferential bets was confirmed by another interlocutor on the telecom market. At the same time, according to the sources of “Kommersant”, there is no question of the specific size of the rates.

The bill, which is designed to unify the rules for installing equipment at such facilities, is submitted to the State Duma at the beginning of 2023 and was adopted in the first reading. The very possibility of simplifying the access of operators to state property has been discussed since 2015.

This initiative is part of a number of measures of the Ministry of Construction to simplify the installation of telecommunication equipment.

Earlier, Kommersant reported that the ministry asks the regional authorities to remove restrictions on the installation of base stations near social facilities and residential buildings, as this leads to the cessation of communication and limits the development of infrastructure (see “Kommersant” dated October 10, 2024).

The Kommersant’s mincifers said that the document will still be additionally discussed with the industry and interested departments, requires detailed study, however, to talk about specific details “prematurely”. “Ensuring the high quality of communication services requires significant investments in the development of infrastructure, we strive to support the industry with the help of various measures and initiatives,” the ministry added.

The FAS said that they support the simplification of the access of operators to state and municipal property for the placement of communication networks.

The service added that the bill is important, since up to 30% of all payments of operators for placing communication networks on the infrastructure falls on state and municipal facilities.

“The priority task of the document is to establish transparent and non -scripture conditions for the placement of equipment at state and municipal property, which will increase the efficiency of our networks. This context requires a single approach, including in terms of studying the issues of operating costs, ”the Megafon believes. Now the bets on the placement of equipment at such objects differ not only depending on the region, but even depending on the location in each specific place, explains the independent telecom analyst Alexei Skyukin. Unified requirements and rules are needed to simplify the work of operators, as they can also differ within the framework of one city, he adds. “But the introduction of preferential tariffs for state and municipal property creates competing advantages to them over private owners,” Mr. Skyukin believes.
