Milorad Dodik refused to comply with the decisions of the Bosnia Constitutional Court

The President of the Republic of Serbian (RS) Milorad Dodik announced that the decisions of the Bosnia Constitutional Court will not comply on its territory. The statement of the leader of the Bosnian Serbs was a response to the decision adopted on the eve of this court on the abolition of all the laws of the RS, aimed at the actual independence of the republic. Thus, in an increasing confrontation with the central authorities of Bosnia, Milorad Dodik relies on active resistance with a support of power structures controlled by him. With details – Kommersant correspondent in the Balkans Gennady Sysoev.

“The decisions of the Constitutional Court of Bosnia and Herzegovina will not be implemented,” Milorad Dodik categorically announced on Saturday, May 31. Two days before, this court abolished all the laws adopted recently by the RS parliament, which are aimed at its actual independence. Serbian deputies banned the activities of the most important Bosnian state structures on the territory of the RS and initiated the adoption of the new Constitution of the Republic of Serbian, which turns it from state education as part of Bosnia into the “state of the Serbian people” with the right to their own army and the branch.

The decision of the Constitutional Court of Bosnia and Herzegovina coincided with another important court decision. Last week, it was announced that the appeal in the case of the President of the Republic of Serbian, convicted in February for the year of prison and six years of prohibition on political activities for undermining the country’s state system, will be considered on June 12.

In case of confirmation of the verdict, Milorad Dodik will be officially shifted from the post of president.

Then he will either with the help of controlled power structures resist the arrest, or go on exile. Then, information appeared in the media about the arrival of the Hungarian special forces in the RS, which should help her president move to Hungary to receive political asylum there.

The tough refusal of Milorad Dodik to comply with the decisions of the Constitutional Court, which, according to the Deatho agreements, performs the function of the supreme arbitrator in Bosnia, means that in the confrontation with the central authorities, the President of the RS is increasingly inclined to the variant of power resistance. The alternative “Prison or Political asylum” for Milorad Dodik, designated recently by the deputy of the Bosnian parliament, seems to be unacceptable.

When the date of consideration of the appeal in the Dodik case became known, the President of the RS warned: “If the court confirms the previous decision, the country will be in a dramatic situation. The Republic of Serbian will make decisions that the leadership of Bosnia will not like. ”

One of these decisions was the refusal of Milorad Dodik to comply with the decisions of the Bosnian Constitutional Court. Another expected step may be powerful resistance to attempts by the possible arrest of the President of the RS.

At the end of April, employees of the key Bosnian power department – the Investigation and Protection Agency (SIPA) – were already trying to arrest the President of the RS, but the attempt ended with a failure. The detentions were not allowed by the guardians of the Bosnian Serbs by the police and special forces of the Republic of Serbian, who threatened to use weapons. And Milorad Dodik himself, commenting on what happened, said: “Indeed, someone really thinks that the police who are obliged to protect the institutions of the RS will bend in front of the occupation force called SIPA, the Bosnia court, the prosecutor’s office and Schmidt (the high representative of the world community in Bosnia Christian Schmidt. « Kommersant »). Who thinks so, that idiot. Today everyone saw where the real power is located. ”

Milorad Dodik is clearly calculating to support the power structures of the RS. Although the Republic of Serbian does not have its own army – in 2006, under pressure from the West, it joined the Armed Forces of Bosnia, the RS has a well -equipped police, the number of which, according to the Bosnian media, is up to 10 thousand people. And its composition created a special anti -terrorist unit (SAJ), which provides physical protection of Milorad Dodik.
