Merit allowances to hospitals


Public hospitals can grant, from their own revenues, provided that the funds approved by the budget, based on the evaluation of the results, the merit allowances to the specialized medical-sanitary personnel, within the limit of 2% of the expenses with the basic salaries and whose annual amount can not exceed six minimum gross salaries per economy, provides for the Ministry of Economy.

« The adoption of this ordinance is essential for creating a high -performance medical system, motivating for professionals and financially sustainable, while respecting the commitments made by Romania within PNRR », it is explained in the foundation note.

According to the project, public hospitals have the obligation to monitor and evaluate the performance indicators at section level, compartment, laboratory, medical service and integrated ambulatory, as well as at the level of the medical-sanitary specialized personnel.

The project provides that the performance indicators, the evaluation methodology, as well as the conditions for granting the merit allowances are approved by order of the Minister of Health.

The normative act also stipulates that the local public authorities can participate in the financing of the personnel expenses related to the merit allowances within the limits of the budgetary credits approved with this destination in the local budgets, regardless of the subordination of the public hospitals.
