Melbourne was the Minister of Culture of Latvia from 2013 to 2019. Melbourne also worked for many years in the Latvian National Commission for Education, Science and Culture (UNESCO) as President of the Commission (2013-2019) and Secretary General (1999-2004).
Melbourne has received a Master's degree in Society in the Faculty of Economics and Management at the University of Latvia (LU), and at the Latvian Academy of Culture – in cultural theory and leadership. A bachelor's degree in history. Currently, Melbourne is developing a doctoral thesis at the Latvian Academy of Culture.
In 2017, the politician won the Honorary Prize of the World Free Latvian Association of Culture, but in 2013, Melbourne was awarded the III Class Three Star Order, as well as the Cabinet of Ministers' Certificate of Recognition.
