Meeting in Sarajevo: Politicians remain deeply divided – the world
Meeting of party leaders from BiH with Ambassadors of the Mira Council again revealed profound political divisions in that country: each time reforms and dialogue, others challenge legitimacy and deepen the crisis.
Meeting of leaders of political parties from Bosnia and Herzegade with Ambassadors of the Steering Committee of Mira Council (PIC), held 3. June in Sarajevo, once again lamented deep divisions among political leaders. While one pointed out the readiness for reforms and the European path, others – who did not attend the meeting – challenge the legitimacy of the meeting, calling it « political failure ».
The meeting was attended by representatives of Troika (SDP, Croatian Democratic Party, our parties), as well as opposition parties from Republika Srpska – Serbian Democratic Parties (SDS), parties of democratic progress (PDP) and justice lists. Although members of the Alliance of Independent Social Democrats (SNSD) and United Serbian Serbs did not attend, their comments after the meeting ran with a non-mermate political thirst.
HDZ’s issue of legitimate presentation
The President of the HDZ BiH Dragan Covic warned the serious political and institutional crisis, which, as he said, was not only slowing down, but also removing the country from the European perspective. « We do not want to accept the minimum possibility that the Bosniak people re-elected two Bosniak members of BiH Presidency, » Covic said, insisting the election law and providing « constitutional equality of constituent peoples ».
A similar tone was retained by the leader of HDZ 1990, Elijad Cvitanovic, who said in the Federation of BiH, the issue of Croatian positions in the presidency, with the statement that the international community « shows serious understanding » for this problem. « This is the country of three constituent people, and one nation has no position in the Presidency of BiH, » Cvitanovic said.
According to the Constitution and the Law, three members will be elected to the Presidency of BiH – from the ranks of the Bosniak, Croatian and Spring People.
Voice of opposition from Republika Srpska
Unlike the Leaders of SNSD and United Serbian, who did not attend the meeting, the opposition from the RS used the meeting with the PIC ambassadors to present an alternative voice from the entities with the Serbian majority. President SDS Milan Miličević emphasized that the RS citizens must not be hostages of sanctions – which certain European countries already impose. He said « peace, stability and European path is the basic platform » Opposition.
The President of PDP Draško Stanivuković called on the unblocking of state institutions, while Nebojsa Vukanovic was fiercely attacked by Dragan Covic, as well as the leader of SNSD Milorad Dodik, calling them the main causes of the crisis. « It is redundant to spend the words on Dodik – he is a long time ago, » Koji Covic is incredible, « says Vukanovic, in the hands of President HDZ and the Chairman of BiH Ministers Borjana Krišto (HDZ BiH).
Threesome: Compromise Yes, but not at all costs
President SDP Nermin Niksic thanked the opposition parties from the RS at, as evaluated, an enviable level of readiness for dialogue. He said the RS opposition « cannot deliver election law » – which is a condition that is a condition for the debt of the European path, I will set HDZ. The responsibility is on the trojke, which, as it stands out, cannot accept the proposals of the election law that does not solve the judgments of the European Court of Human Rights. Niksic calls for a compromise, but does not accept the « capitulation » before the HDZ. The judgments of the European Court indicate the existence of discrimination of « other » in BiH election legislation, but not « constitutive » people.
The President of Nip Elmedin Konaković, who reminded that the triple « headed into the expulsion of SNSD from the authorities » The moment Milorad Dodik said that « from the European way there is nothing » from the European way « . Konaković called the international community to act when domestic politicians block, remind them of obligations arising from the Framework Agreement for Peace and Bonn authorities of the High Representative.
Reactions outside of the meeting: Menancy of legitimacy
The SNSD coalition partner, the president of the United Serbian Nenad Stevandić, said the meeting with PIC was a « complete failure » and that the opposition from the RS « has no election legitimacy » to represent Serbs in common institutions.
The MP SNSD in the State Parliament Milorad Kojic, who said that the opposition was trying to come « in the first league with the coursed Judge – Christian Schmit ».
Milorad Dodik went a step further, rating on the social network IX statements of opposition leaders from RS at a meeting with PIC as « unworthy comments ». He also claimed that they caused « disgusting with each Serb ».
Getting away from compromise?
Meeting with the leaders of the Council of Peace Council showed that declarative commitment to European integration exists in almost all participants in the Sarajevo meeting. But, interpretations of the cause of the crisis, the way of its resolution, as well as the role of the international community, remain deeply divided.
On the one hand, the calls for dialogue, compromise and concrete laws, and other challenging legitimacy and the strengthening of polarization, indicates a political analyst from Banja Luka Tanja Topić.
According to her, although the presidents of political parties presented well-known attitudes, the question remains whether to initiate international officials in more decisive action or they will still « look at the agony in which the country collapses. »
The DW Topic also warns at the sharp polarization within RS, where the opposition was immediately exposed to « Salva’s charges that they have violated » exclusive right to protect Serbs « that appropriated the ruling SNSD.
Covic changes the attitude towards the OHR?
Speaking about Dragan Covic, she observes his consistency in the request for election law and the simultaneous defense of Milorad Dodiks, which « had full responsibility » for political blockade, transferring guilty to Bosniak parties – in the context of the Election Law.
As an important change, Topic sees and the Covic’s increasingly sharp attitude towards the Office of the High Representative, which further strengthens « Dodik’s attack on the international community ». It reminds both the « very clear attitude of Germany, which introduced Sanctions Milorad Dodik ».
