Medicine without test in September, the new rules in the Bernini decree: barrier in December, how it works

Enough closed number to medicine, already from this September. The Decree of the Minister of University and Research, Anna Maria Bernini, which establishes the rules « For the first three exams, in chemistry, physics and biology which will recognize training credits that can also be spent in other courses. This is the turning point, « she explained by announcing the signature in an interview with Century of Italy.
From next academic year (2025/2026), therefore, Access to the Faculty of Medicine will be (at the beginning) open to all. No entrance tests will be required to attend the first semester of the Faculty of Medicine but there will be a « semester filter » which will lead to the real postponed selection at the beginning of the second. To set the new rules is, as mentioned, a decree signed by the Minister of the Anna Maria Bernini University, implementing the delegation law 26/2025, which profoundly reforms the path of admission to the degree courses in medicine, dentistry and veterinary. The goal is to train 30,000 new doctors in the next seven years.
The selection comes later
From 1 September 2025, those who want to take the way to become a doctor, dentist or veterinarian will have no barrier. However, the admission to the second half will be subject to overcoming three national written exams, which will make New watershed. The tests will be held simultaneously in all Italian universities between the second half of November and the first of December.
The three mandatory exams will concern Chemistry and propaedeutic biochemistry, physics and biology. Each test will last 45 minutes and contain 31 questions: 15 multiple answer (with five options to choose from) and 16 to complete (where the student will have to insert the correct term). THEThe maximum score for each test is 31 points, with correct answers that are worth a point, incorrect -0.25, and zero not given. To be considered suitable, it will be necessary to reach the equivalent of 18/30 in each test. The exams can be repeated up to twice, at least two weeks after each other.
The scores
The test results will compose a national ranking, which will determine who can continue in the second half and who instead will have to choose an alternative path. In total, the scores will be able to reach a maximum of 93. Those who cannot return to the available places can still use the credits acquired for other training courses. If they merge into a « affine » course, and therefore in biomedical, health, veterinary or pharmaceutical areas, all credits will be fully recognized (six for each exam, for a total of 18) and include three -year degrees in biotechnology, biological sciences, livestock and animal production technologies, and the single cycle magistral in the pharmacy and industrial pharmacy. Healthcare professions are also included with a low enrollment/places available (less than 0.9), such as health care, nursing, professional education, podology, orthoptic, employment therapy, among others.
Registration
Registration for the open semester must be made By July, exclusively online through the University platform. Already at the time of enrollment, the student must indicate the venue where he intends to attend the first half and select up to ten preferences for the second, as well as identify also a similar reserve course.
Universities will have to prepare specific training courses for the first semester of medicine, dentistry and veterinary, and ensure that these end by November 30th. Each university, in compliance with its own autonomy, will be able to decide how to organize teaching. From 2026/2027 the similar courses must also be adequate to recognize credits and facilitate any steps.
