Mayors from all over the country visited the Ungheni – the angle – see the world as it is!
50 mayors and representatives of the local and central public authorities in the Republic of Moldova made a study visit on Friday in the municipality of Ungheni, organized by PNUD Moldova in cooperation with the State Chancellery, with the support of the program « EU4Moldova », reports, reports, PNUD Moldova.
The event was dedicated to mayors interested in institutionalizing unique counters for the provision of administrative public services, digitizing public services in the context of the voluntary amalgamation process. The purpose of the visit was to facilitate the exchange of good practices and lessons learned from the experience of Ungheni in the operationalization of the unique counters, as well as the familiarization with relevant institutional models, such as the Association of Inter-Community Development (ADI), Ave Ungheni and Apa-Canal Ungheni-regional operators who manage the communal services.
The event debuted with a meeting with the mayor of Ungheni, Vitalie Vrabie, followed by a visit to the unique counter inside the town hall, where the participants learned more about the 17 public services and the digital solutions implemented to make the administrative processes more efficient.
Next, the delegation visited the headquarters of the Association of Inter -Community Development, inaugurated in April, in order to improve public services, to attract investments and to implement regional projects. Subsequently, a visit to the regional operator « Apa-Canal Ungheni » has followed with a modern automation system-SCADA (data surveillance, control and purchase system), which allows real-time monitoring, data collection and remote control of the water and sewerage network. Here the operators of the Center presented the advanced functionalities of the SCADA system, which contribute to the optimization of energy consumption, reduce losses and improve the quality of the services provided to the population.
The visit ended with the « Ave Ungheni » SRL, which offers services in the field of sanitation and waste collection for 11 thousand households and over 750 companies from Ungheni and 11 other neighboring localities. Here, participants have been offered a complete perspective on how innovation, inter-community cooperation and digitalization can transform the management of public services into an efficient and citizen-oriented way.
The Ungheni region has benefited in the last five years by a financial support of over 10 million euros through the program « EU4Moldova: key regions », funded by the European Union and implemented by PNUD and UNICEF. This visit was organized in the context of the support provided by the PNUD to improve the policy and regulatory framework for the local public administration, including by assistance in the voluntary amalgamation process.
The participants included representatives of the communities who have already initiated the process of voluntary amalgamation, interested in practical solutions and replicable models for the modernization of local public services.
