Artificial intelligence (AI) is not just a technological development that changes everyday life. It can also help Luxembourg’s economy to be a strong plus in productivity.

How this can happen, the Chamber of Commerce places in its Strategy report « Luxaihub » 30 concrete recommendations on Tuesday.

The prerequisite is: In order to position the country as an important European actor in the field of artificial intelligence, all actors would have to be merged in a AI platform.

« Although Luxembourg is still one of the most productive countries in Europe in absolute numbers, productivity has been declining for over a decade, » says the Chamber of Commerce. Against this background, artificial intelligence for Luxembourg is a great strategic opportunity.

Luxembourg already has first -class infrastructures such as the supercomputer Meluxina, sovereign cloud services, data centers and so on – but these are not yet fully exploited.

« A determined ambition and consistent financing will enable artificial intelligence to become a real lever for the transformation and its full potential. We have a unique opportunity with AI to strengthen our sovereignty, » emphasizes Gérard Hoffmann, head of the AI ​​working group of the Chamber of Commerce and CEO of Proximus Luxembourg. The elaborated study states: « Although AI offers great opportunities, many companies still hesitate to introduce them, mainly due to lack of clarity about how it can be effectively integrated into their processes and due to fears regarding confidential data. »

« We have a unique chance with the AI »

Specifically, the Chamber of Commerce therefore warns, among other things, that the lack of talents must be eliminated, since thousands of jobs for software development, information systems and data analysis are reported to the employment agency as vacant.

The investment landscape would also have to be improved. « Despite high investments in innovation, Luxembourg still has difficulty implementing its research potential in concrete effects. There would also be bureaucratic brakes and slow decision -making processes that did not match the fast innovation cycles of AI and disruptive technologies.

It is therefore proposed to strengthen AI research to introduce a tax credit for all companies that carry out eligible research activities that are calculated on the investments and expenses in connection with these activities. Capital profits of risk capital funds, which invest in start-ups specializing in AI, should also be freed from taxes.

In addition, a Deep Tech Labs should be set up that strengthening the connection between research and market. « In addition to the research actors, it is important that companies – every size – contribute their projects and participate in the management of the laboratory. The excellence center for AI and cyber security founded by Google and the University of Luxembourg in February 2025 should be a catalyst for the attraction of further leading technology files. » Other similar projects would be an advantage for Luxembourg, « said the study.

« In order to become an important European actor in the field of artificial intelligence, increase productivity and strengthen its digital sovereignty, » says Chamber of Commerce General Director Carlo Thelen, « Luxembourg must act quickly, strongly and coordinated. »
