Where are the jobs where the places of residence of employees and how do the commuter flows between residence and work. The Observatory for Spatial Development (ODT) of the Ministry of Housing in the Ministry of Housing in a new study, which together with the Research Institute Liser was created.

The number of jobs in the country increases faster than the number of residents. « Although the jobs are still mostly occupied by residents, » says the study, « but the situation could reverse in the future. » With 499,985 jobs in 2023, the Grand Duchy of Luxembourg has a record ratio of employment to the population of 0.76, which means that it is at the top among European countries (without Monaco). 53 percent of jobs (265,120) were occupied by people resident in the country, while 47 percent are occupied by border guards who mainly come from France (52.7 percent), Belgium (23.7 percent) and Germany (23.6 percent). In Luxembourg, 16 municipalities have more jobs than residents.

Pendulum routes are getting longer and longer

The study shows that only 24.3 percent of the employed work in their residential community, which underlines the intensity of the commuter flows.

It can be observed that three out of five employees live near the capital or in the south region. In the center, which also includes communities such as Bartringen and Niederanven, are over 50 percent of the country’s jobs alone. Most cross -border commuters, in turn, come from Thionville (18,000), Longwy (14,891) and Trier (10,346). Every fifth person works in the Grand Duchy in many border regions in France, Belgium and Germany.

On average, the distances covered for residents for Luxembourg are 16.7 kilometers, while cross -border commuters cover significantly longer paths: 44.7 kilometers for French professionals, 48 km for German working people and 53.9 kilometers for Belgian professionals. In 2023 there were 216,522 cross -border commuters in Luxembourg. Most cross-border commuters work in the capital (62,295), followed by Esch-Sur-Alzette (10.148), Bartringen (7.570) and Leudelingen (5,730). Some border municipalities such as Weiswampach (70 percent), Grevenmacher (60 percent) and Schengen (67 percent) have a particularly high proportion of jobs that are occupied by border guards.

Challenges for spatial planning

This concentration of jobs on certain places and the commuter flows, especially from border guards, represent great challenges for mobility and urban planning. « Despite the investments in public, overloading the streets and the long daily daily driving times remain a central problem, » said the study, which shows several ways to improve the situation. Because the measures taken so far alleviate the effects, but are not enough to solve the problems and difficulties.

Ideas and ways to tackle the challenges caused by the observed situation should be promoted, for example, decentralization and distribution of jobs into other national and cross -border economic centers, as well as teleworking and coworking. Cross -border cooperation is also intended to better plan the infrastructure and transport services. « Common spatial planning strategies have to be developed, » says the study. « This is the only way to do their spatial development in the interests of their citizens in the interests of their citizens sustainably and resilient. »
