Ljutkov: The new salary calculation is the most correct solution, the current way of payment is unsustainable
Minister of Culture and Tourism Zoran Sutkov hopes that by 4 pm the salaries for March will be paid for about 3,000 people employed in 120 institutions.
The delay is due to the new way of calculating the salary that, he said, is a very extensive process, but emphasized that it is the first time with consensus of all stakeholders, ie the calculation is harmonized with the Ministry of Finance with both collective agreements – the general and the special. He pointed out that about 6 % will be on average the salary increase in all employees and that the percentage will be in accordance with the two collective agreements.
Speaking at the Sitel TV Diary, he said it was not a pleasant cultural employees to be left without salaries during the holidays and apologized for it, but, he said, « it had to be resolved once. »
Make it clear that salaries have been paid under the 2019 Collective Agreement between the trade unions and SONK with the Ministry of Culture, which, he said, was « hastily adopted » without the consent of the Ministry of Finance. Therefore, in order to provide increases in terms of the minimum wage, in the coming years the institutions cut from the budget for programs. As Shutkov said, it is unsustainable that the budget goes for salaries and 19 percent for programs.
-This is unsustainable and this is the most right way to solve it. The increase that has been done is both the General Collective Agreement, and according to the special collective agreement, and by law, because we are all aligned for the first time. So far, every payment has been illegal because there has been no consent from the Ministry of Finance for a Collective Agreement and that means you need to provide your own funds yourself. And the salaries were always rising, the production was declining, there were no capital funds, no ordinary investments and that way we would have no situation for salaries. Now, in this way we will pay our salaries, the four -year problem is finally solved – said Ljutkov in the Sitel TV.
