Like the West Bluffs in Bosnia and Herzegovina
What does the word blade mean? Most commonly used in the poker, where you are trying to give the opponent an impression that you have stronger cards than you actually have, with increasing stakes and using body language. Blessing is not a banal scam where you literally agree to something or do not fulfill what you have promised, but a skill to scare the opponent that his objectively better cards are not good enough to risk and continue the game.
Blessing, of course, occurs in other areas, including in peaceful politics, both domestic and international. Various permanent and ad hoc governments and non -governmental international organizations and institutions bless Serbs in Serbia and Republika Srpska, but on this occasion we will focus on the latter.
In a recent interview with Vecernje Novosti, Dodik said that the prime minister and three presidents of European countries were entrusted to him that the British wanted to eliminate him according to the mafia principle: man is a problem, if there is no man, no problem, with the story that he « offered resistance ». They did not give up, but they remain silent. And for RT Balkans (April 20), Republika Srpska President added: « Their authorities were behind it and behind everything that happened to Serbs. When the peace implementation Council conference held in Bonn in 1997, they invented some powers, though that phrase never appeared. Bluff. When he received the « Bonic Powers », the first reaction of the High Representative Westendorp was that these powers were in conflict with Dayton, but later he used them. The bluff of the fictitious Bone forces worked.
If the glitter were only British, it wouldn’t be a problem. It can be said that they are only blading specialists, but almost all Western powers have contributed to blessing in Bosnia and Herzegovina to a greater or lesser extent. But the first bluff was the phrase « international community », because such a thing actually does not exist as an organization or institution and is constantly pushed as a supreme body in BiH. The international community expects this, requires it and will not allow anything else, and in a more specific form in BiH appears as the UN, the Council of Security, the EU, OHR, CCM … but who makes up the international community? I think all 100 UN members, though in the vast majority of them, say in Peru or Congo, nor the authorities, let alone people have no idea that there is BiH, especially FBIH and RS, and what happened here after the civil war, which they probably heard there. Meanwhile, with the deglobalization of the world, the « international community » has changed its name to « Collective West ». And these days, von der Leyen says: « The West we knew no longer exist. » If there is no West, there is no collective west, then the pillar of the international community is destroyed, which in the end also does not exist. « Big turban, under it there is no ox, » so Serbs are fighting windmills. Both Oji and Ojizi, without turban, walk through Bosnia and Herzegovina and threaten, condition and arrest.
The second bluff was: « The Dayton Agreement brought peace, but not a political solution for Bosnia. » Outside every logic and common sense, because the civil war began because the three peoples could not agree on the future of Bosnia and Herzegovina. The secessionists interrupted the negotiation process, imposed their own and caused resistance from those who defended the status quo and the principle of equality. Behind the scenes, during three and a half years of war, the parties to the armed conflict, mediated by foreign peacekeepers, demanded a political solution, and when they found it in Dayton, peace was established. The solution, or the Dayton Constitution of Bosnia and Herzegovina, was the basis of the peace treaty. If a solution was not reached then, the war would have been waged today. Why replace the cause and the consequence? They split the « peace solution » of peace and solution so they could celebrate peace and at the same time change the solution at home.
Third bluff: The Dayton Agreement does not explicitly state who the High Representative represents, though, as soon as he is called a representative, he must represent someone. Because the description of his work states that he should « help, encourage and stimulate local actors in the implementation of the Dayton Agreement », it would be natural for him to represent the group of countries whose leaders gathered in Paris in late 1995 to sign and guarantee Dayton. Supervision on the implementation of the field is reduced to the level of the ambassadors of those countries in Sarajevo, which make up CCM. CCM advises the High Representative, who then operates on implementing the contract at the head of the Ohrid institution, with numerous employees and a significant budget. However, the High Representative is pleased to represent as a representative of, as we have already said, the already suspicious « international community », and submits its semi -annual regular reports on its work to the UN Security Council, and sometimes presents itself as a UN official in Bosnia and Herzegovina. The confusion over who actually represents (the high) representative, besides himself, was aided by the fact that a person named Christian Schmidt, without diplomatic status, by securing the Bavarian police, moved illegally into the Ohrid building in Sarajevo and imposed more than half of Bosnia.
Fourth bluff: not the word, but the spirit of Dayton?! It was supposed to explain how the Serbs could, although the only persistent and consistent defenders of the Dayton Agreement, were constantly accused of violating it. The misunderstanding is chronic, because Serbian follows what is written, and they deal with spirits. It is usually not only in the Serbian language, when something is said to be « in the spirit », it means that it is not literally the same, but of the same essence. In the interpretation of OHR, « in the spirit » means the opposite of what is « in the Word », that is, written. This shameless bluff allows them to claim that the black is white, and the white is black. It is enough to repeat it, the media to spread it to become true.
Fifth bluff: Institutional reforms are necessary because the system is complicated, slow, expensive and ineffective. Of course, all this is true, but it applies to FBIH and BiH, but not for Rs. « Although relations between Croats and Bosniaks in FBiH were already regulated by the Washington Agreement, the first 10 days of the 21st day of the Dayton negotiations were dedicated to regulating relations between Bosniaks and Croats, » writes Coletto Derek (« Dayton’s Secret History »). For Paddy Ashdown in 2002, this meant « the beginning of the dismantling of the Dayton structure » (« Happy Life »), and the dismantling of Dayton specifically meant taking over power, imposing laws, removing disobedient officials, which Ashdown was the champion.
Sixth bluff: « BiH moves from the Dayton Road to the European Road?! » This bluff, above all, means that BiH is leaving Dayton, which has already been implemented, and has entered a higher stage of development, although at the same time reiterating that the international community is frustrated by the failure in BiH. This should probably mean that, since Trump has given up on Europe, the EU will take over as a protectorate in Bosnia instead of the United States. And since Brussels is in poor health, then Germany and France, or Britain, then claims to become an EU arbitrator after Brexit, and is shown to be the United States on the continent.
Seventh bluff: dialogue, debate, negotiation, compromise, harmonization is their favorite bluff. In them, it seems that various mediators, lawmakers, reporters and their deputies and assistants, and then ambassadors and first secretaries, are changing, until you turn your head and repeat the same story that you need to do this or that in the interest of your people and progress towards the EU. And when you « roughly » immediately ask if they have something new to offer, remind them that it is wrong to interfere in the internal affairs of a foreign country, that you probably know the interests of your people better than them, then they immediately tell you that you are right, but simply convey the view of their government and that it would be smarter. The internal dialogue between local actors is also desirable, but not without their leading mediation and without their media that will provide the desired interpretation.
Bles are abundant, but what if they sometimes do not bless, but bombard, as they did at the end of the war, « the positions of the Republika Srpska Army in Bosnia » and radiate civilians along the road, or send special forces to kidnap him or even physically eliminate the president. They certainly have stronger cards to do so, but before they discover them, they calculate what they would achieve by, whether it would be worth what the reactions of the world would be, whether they could wage war on many sides. It is easier for their bluffs to work, so they are angry with those who, like Dodik, recognize the glitter and are capable of responding to an increased bet with: I follow!
