Less asylum seekers in Germany: The role of Serbia and reform – the world
The Head of the German Refugee Institute criticizes the Asylum Policy in the EU and proposes fundamental reforms. One of the main reasons for a small number of asylum requirements in Germany, as it says, that Serbia closed the route to Hungary.
Within Coalicial Negotiations of Demohrišćan (CDU / CSU) and SPD, a very important topic is a limitation of irregular migration. For example, the CDU / CSU is committed to the possibility of refusing asylum seekers at the German border. However, while demochrišćans only want to inform their neighbors, SPD insists that there must be a consent of a neighbor for acceptance of people rejected at the border.
However, Hans-Exhard Zomer, the president of the Federal Bureau of Migration and Refugees (BAMF) says that the real problems are not focused in that debate.
It has been pledged for a completely different system of reception of refugees in the European Union.
It is wrong, he is considered in individual right to asylum and hope for the positive effects of the adopted reform of the Joint European Asylum (Geas), said Zomer at the Konrad Adenauer Foundation, a close CDU.
Modeled on Canada
According to Zomer, it would be more expedient that the current system replaced humanitarian reception « in significant scope ». It would be determined by the number of people who would receive the European Union a year, as well as States from which these people would come, Zomer added.
In addition to the humanitarian criteria, the ability of the labor market could be taken into account to integrate them. As a role model see Canada. Who would, in spite of that, enter Germany illegally, would no longer have the chance of getting the right to stay.
To cross the humanitarian reception system, all asylum requirements and other rights for protection, the Zomer explained, would be abolished. Isn’t it just an individual right to asylum what prevents control over migration because it goes too far? The boss of BAMF asked.
« Even the Geneva Convention may change »
« Politics can do much, if it really wants, » Zomer said, answering the question of one participant on the feasibility of his proposal. After all, the relationship between the European level has changed lately. Even international contracts, such as the Geneva Convention on Refugees, could change.
« We need to get rid of old patterns of thinking, » Zomer demands. Given the rise of populist and right-wing extremist parties in Europe, the fact must be neglected that the democratic legal state « could fail precisely on this issue. »
The current European system is cynical, Zomer said. It attracts primarily young men from middle class, while women, sick and families often have no chance to reach Europe. Requirements for « Border Protection » only reveal impotence.
According to Zomer’s opinion, relocation of asylum procedures in third countries, which some politicians proposed as a measure for the limitation of migration to Germany, « is not a realistic option. »
A decline in Asylum Requests thanks to Serbia
In Germany, 2024. a total of 229,751 people first submitted a request for asylum. In addition, another 21,1194 subsequent requirements were registered.
The number of first asylum requirements in Germany decreased by 30.2 percent compared to the previous year.
As one of the main reasons for this large decline in the number of asylum applications, Zomer stated that Serbia in November 2023. was completely closed (Balkan) route to Hungary. Whether it will stay in the future, it remains uncertain, Zomer said.
Minister Fezer opposed Zomer
Zomer opposed Nancy Fezer (SPD), which until the formation of a new German government, technically performs the function of the Minister of Internal Affairs. The corresponding news for journalists about his statements she said:
« The right to asylum is not the subject of a SPD debate at all. » She also said that a humanitarian reception program « is not an effective means in itself, and that this is not the practice of any other countries.
Zomer emphasized that he did not hold his presentation as President BAMF. His intention, as he said, would primarily make a « personal assessment » and summarizes his experiences. « As long as we believe in our European values, we have an obligation to help people in trouble for us available to us. »
Despite this fence, criticism arrived: « Such public statements of the head of one institution are contrary to its responsibility, » said the Bundestag Ralf Štigner (SPD) for Handelsblat. The parcel of the Binger’s left, Binger demanded.
Hans-Ekhard Zomer was previously the head of the Cabinet of the former leader of the CSU Edmund Štejer. In the place, BAMF set it in 2018. then Federal Minister of Internal Affairs Horst Zehofer (CSU). Zomer since 1996. until 2024. he was a lecturer of administrative law at the Technical University of Munich.
