Legislative changes to prohibit the use of pyrotechnics indoors
Prohibition of the use of pyrotechnics indoors and increasing the fines for natural and legal persons is proposed in the amendments to the Law on Misdemeanors Against Public Order and Peace on the agenda of today’s new 42 parliamentary session.
The legal solution is proposed by several VMRO-DPMNE lawmakers following the Trgedadia in Kocani in which 59 people were killed and more than 190 were injured in a fire at the Pulse disco and more than 190 were injured.
In the explanation of the amendments to the law, which is proposed to be adopted in a shortened procedure, lawmakers say the goal is to make an intervention in the law on violations against public order and peace as a result of the tragedy of the nightclub in Kocani, which has caused serious consequences for the lives of many citizens. Given the commitment of all relevant structures in the country to further prevent the risks of unauthorized abuse of explosive substances – pyrotechnic means indoors, it is proposed to amend the legislation aimed at prohibiting the use of explosive substances – pyrotechnical means indoors.
-The specifically, the proposed law stipulates that the use of pyrotechnic means designated by law is not allowed in facilities and indoor premises, and misdemeanor fines are foreseen for natural and legal persons acting contrary to the prohibition. Given that the process of drafting is a new law on explosive materials for civilian use by the competent ministry, the specific proposal is an intervention amending the Law on Misdemeanors Against Public Order and Peace, until the new legal solutions that will regulate all aspects related to explosives.
It is proposed to increase fines for a natural person to violate the law of 200 to 250 euros, while fines are from 500 to 1,000 euros in denar counter -value – for microtrging, from 1,000 to 2,000 euros in denar counter -value – for small traders, from € 5,000 to € 5,000 and € Traders and for the responsible person in the legal entity from 250 to 500 euros in denar counter -value.
Lawmakers believe that the adoption of the proposed solutions will enable the perpetrators who use pyrotechnic products in indoor type and will contribute to increasing the safety of citizens, as well as the prevention of the dangers arising from the use of pyrotechnics.
