Last HIP MORE CHANGES, THE DEPARTMENT ON THE MEDIA Act will continue to continue
In the encouraging words that this is the bill on the media, which is closest to the adoption within two decades, it has also been heard at the Committee on Culture by many here and there completely conflicting criticism of individual provisions. The most attention was expected to be the coalition’s decision, five before twelve at the request of the Prime Minister Robert Golob He suggested that the Agency for Protection of Competition (AVK) should be taken over instead of the Communication Networks and Services Agency (AKOS).
In particular, in the movement of freedom, they were convinced that the dispersion of the debt would prevent potential political or different influence. The fact that the director of the AVK appoints the National Assembly is also crucial to them, and AKOS is the government. « No one has talked to us about this, » AVK Director answered the question of this Andrej Matvozwho, during the preparation of the Media Act, argued that they were not and cannot be competent to judge media concentrations because they have no knowledge and staff.
The problem for this plan, however, could also be (un) considering the European act on the freedom of the media, as it provides for the inclusion of national regulatory authorities or bodies that have specific expertise in the field of media plurality. At least in the part relating to audiovisual media services, this is AKOS in our country.
However, the coalitions did not undermine the parliamentary legislative and law services, which disputed that such regulation could therefore be controversial from the point of view of European law. Marko Milosavljevic, Professor of Journalism at the Faculty of Social Sciences, University of Ljubljana, disputed it, as Akos is not responsible for all media, but only for the audiovisual. As she stated Brankica Petković, The researcher at the Peace Institute, both first, advocated the establishment of a new separate media regulator, but if there is no political will, she would prefer to order it to Akos on the time of changing the appointment of the director and the introduction of collective management. This has proven to be an arrangement that is least subject to pressure.
She also questioned the proposed regulation of sanctioning hate speech, AV contrast to the SDS, NSi and others who see censorship in this, stated that she was taken care of by too little professional decision of the media inspectorate that would fall in the courts. This would strengthen the negative attitude to the regulation of hate speech, which already exists in our country – at least for the audiovisual media. But the fines are not foreseen, they protested in the SDS.
Gasper Andrinekthe president of the Slovenian Journalists Association, with many amendments brought to the coalition to the committee meeting, saw the opportunity to be able to enter the amount to help the media in difficulty. This is also one of the promises or starting points of this Act, but at the first changes of the mood – political or financial – it could end unfulfilled without additional fuses.
Since SDS MPs insisted on discussions that the law of this term was the crucial law, the chairman of the Culture Committee is Sara Žibrat The meeting, which began at 2pm, interrupted after seven hours and announced the continuation of the next day. They will continue at 5pm.
