Khusnullin recommended the Prosecutor General to check the driving schools

The Government Commission on Traffic Safety, found out “Kommersant”, recommended the Prosecutor General, the Ministry of Internal Affairs and Rosobrnadzor to check all the Russian driving schools and come up with how to strengthen the control of the training of future motorists. The decision was made against the backdrop of an increase in the number of people who died in accidents that occur due to the fault of the renovation drivers. Experts supported the upcoming checks.

Deputy Prime Minister Marat Khusnullin recommended that the Prosecutor General’s Office of the Russian Federation conduct an audit “in the field of training of drivers of vehicles” and, in collaboration with the Ministry of Internal Affairs and Rosobrnadzor, prepare proposals to strengthen the quality of the driving schools, conducting an analysis of an accident with those who died through the fault of beginner motorists. The recommendation is enshrined in the minutes of the meeting of the Government Commission on Road Safety, headed by Mr. Khusnullin. The representative of the Deputy Prime Minister confirmed “Kommersant” the authenticity of the document.

In this connection, such an assignment is given is unknown. Over the past ten years, the accident rate with the participation of novice drivers (with an experience of up to two years) has been declining, but the number of dead in these accidents has been growing since 2022. According to the results of five months of 2025, the number of victims on the roads due to violation of the rules of the novice increased by 17%. In addition, according to the traffic police, according to the results of 2024, only 14% passed the exam in the city on the first attempt. Representatives of the traffic police, speaking at various events, regularly say that the quality of training of candidates for drivers leaves much to be desired.

According to the traffic police, in Russia, at the end of 2024, more than 7.5 thousand driving schools operated, of which 5.9 thousand are prepared for category B (cars), 2 thousand – for category A, 1.7 thousand – for category C, 813 – to category D.

A large -scale audit of educational organizations was carried out the last time about ten years ago, recalls the president of the Interregional Association of Driving Schools Tatyana Shutleva. Then regional prosecutors checked specific driving schools in their field. “Now we are talking not just about checks, but about the development of proposals to strengthen control over the entire industry,” the expert draws attention. “But now it’s hard to say what can be discussed. Perhaps it will be proposed to change the mechanism of supervision control of educational organizations. For organizations that fulfill all the requirements and implement the programs in full, the verification of problems will not deliver problems. ”

Vyacheslav Maksimychev, Deputy Director of the United Scientific and Methodological Center (teaches driving), recalls that driving schools are obliged to fulfill curricula: for example, the course of training for category B should include 54 hours of practical classes. “Most of the organizations, unfortunately, are trained in abbreviated programs-for example, 20-hour,” he says. “Lack of control leads to dumping. Many have to dump due to rising prices for spare parts, gasoline, salaries. Demand for training also falls, since sales of new cars fall. In such conditions, it is difficult to talk about some quality of services. ”

At the same time, the expert believes that the inspection bodies should not overdo it with inspections so that the last professionals do not leave the market.

Otherwise, the situation with training may worsen.

Recall that the reform of the training of drivers has been conducted in stages since 2013. In 2021, for example, a single practical exam was introduced (instead of previously existing individual “sites” and “city”). In 2024, the maximum number of penalty points was increased, which the examiner charges in the case of various misses and errors. The Ministry of Education is now developing new approximate training programs for driving schools. The document, which is now on the examination in the Ministry of Economy, provides for an increase from 38 to 42 hours of compulsory driving along training routes in the city. In addition, now in the State Duma there is a government bill on the creation of a federal ranking of driving schools, the place of which will depend on the number of accidents with the participation of graduates of the organization. The criteria for getting into the rating will be fixed with separate by -laws, driving schools are already alarmed by the emergence of a new assessment system (See “Kommersant” dated April 9). The bill can be considered in the first reading in the coming days, it is already in the current plan of the State Duma.
