On April 9, 2019, five minutes before noon, Koldo García Activate the recorder to capture one of the conversations he had with The then Minister of Transportation, José Luis Ábalosof which he had become his advisor and person of maximum confidence. That audio was kept with the name of « Paseo de la Castellana 67 », in reference to the main headquarters of the Ministerial Department. He repeated this practice in at least another seven times. The last known, on December 12, 2023, just Two months before he was arrested by the Central Operating Unit (UCO) of the Civil Guard in the Operation Delor, who gave rise to the baptized as Koldo case. In the first recording reflected in the UCO report, García is heard to explain to Ábalos « the situation of payments and debts of works awarded » by the Ministry of Transport, and comment on « the pressure exerted by Santos (Cerdán) in reference to some concrete awards. » The agents add that, from the content of the conversation, « it follows that Ábalos would have charged 210,000 euros, being aware of another 210,000 » already on that date.

In this recording, in addition to Garcia and Ábalos, the voices of the then general director of Roads, Javier Herrero; and the president of Adif, Isabel Pardo de Vera. When these last two are not present, the exassor complains to Ábalos of « not being receiving certain amounts of money, having increased the alleged debt. »

Koldo García (kg): (…) You have San Feliú and the Major (two alleged Adif awards), there are 350.

Garcia makes Cerdán a summary of the allegedly received amounts, both for him and by Ábalos. « The total sum would amount, according to its own story, to 570,000 euros, » the UCO collects. In that same conversation, Koldo García is « angry because he will be accused of having received money from entrepreneurs » and proposes number three of the PSOE « to leave and stop acting as an intermediary between this and Ábalos. » The Civil Guard infers from this part of the conversation that, « the fact that Koldo and Ábalos could have received income for helping other companies behind the back of the party, » could have caused the cessation of the second as a minister six months later, in the summer of that year.

That same day, half an hour after the previous meeting, Garcia recording a conversation, this time held by him, Cerdán and Ábalos. The meeting serves to make « a detailed review of the payments made to date, » says the UCO report. It is during this conversation when Cerdán asks his interlocutors not to talk about certain things out loud.

Koldo García (kg): Yes, I want you to know, listen, but listen to me for a moment, please, please, please? Good. After having ceased Ábalos as Minister, García and Cerdán “they had a conversation in which they discussed the amounts that, they claimed, they are owed to Ábalos in relation to some of the works that would have been awarded” by the department in which they had worked. The exassor affects the bad economic situation that his former boss is going through.

According to the UCO in its report, this recording reveals that « Ábalos would have a sum of 450,000 euros, while Koldo would claim 130,000 euros, in addition to another additional 100,000 euros. » The exassor asks the former minister about the rumor that he could go on the lists of the European elections of the following year.

Koldo García (kg): And you go to Europe, right? (referring to the elections of June 2024).

Garcia, after much insisting, manages to meet with Cerdán in a public establishment. « Koldo recriminated Santos to take so long behind him to arrange a meeting.
