Kaunas continues the fight against the « hijackers » of the state land: we warn!
Sent warnings
Over the past month, the ward has sent about 400 warnings to remove illegally installed objects to potential offenders. Among them are fences.
“Owners of private plots whose structures fall into state land are encouraged to transfer them to their own legal territory, or to take measures to arrange discrepancies in consultation with Kaunas Municipality specialists.
We warn everyone who is under the magnifying glass. However, there are malignant cases where warnings are not responded and deliberately strived to avoid liability. We will certainly not tolerate this, and we will take appropriate measures against the malicious measures, ”says Aloyzas Pakalniškis, Head of Kaunas Municipality City Management Department.
We warn everyone who is under the magnifying glass.
Kaunas did not only undertook a tightened law enforcement to release the captured state land for the public. The problems of improving the transport or recreation infrastructure are constantly in trouble: renovating streets, parks, squares and other public spaces.
One such example is in the Square of Vijūkų Street in Romainiai. When the green areas began to be managed, illegal structures on Kudrėnai Street were encountered. On state land, the owners of two private plots were brazenly expanded the boundaries at least a few meters. A month ago, the municipality applied to the State Territorial Planning and Construction Inspectorate for this case, and later the owners also warned the owners to take action.
The example of the obligation to remove illegal structures served by Kaunas residents by an example on Vytauto Street, near Lampėdis Lake. After removing fences and greenery on state land, a greater safety roundabout, as well as sidewalks adapted to people with disabilities, is installed.

Prevention is successful
Kaunas Municipality took the first decisive actions in the fight against the owners of illegal structures for almost a decade. Since then, many illegally built objects, warehouse or other purpose structure have been demolished. The number of metal garages standing on state -owned land also decreased significantly.
Examples show that a tightened order – it has proved its worth. Part of the population voluntarily adjusts the boundaries of their private plots, attracts fences themselves and remove objects on state land.
Illegal structures adjacent to the street are dismantled by law. Persons responsible for road maintenance have the right to remove arbitrarily built objects in accordance with the procedure established by laws and other legal acts, intersections on the road or on the road lane, region, technical traffic regulation and other structures. This is done at the expense of the persons who have installed them. In other cases, the State Spatial Planning and Construction Inspectorate is contacted.
