Justice Minister Georgi Georgiev plans to remove « fake arbitrations » and called on private enforcement agents to « self -clean » as part of the measures against the property mafia.

The property mafia is stronger than I thought, but it is not stronger than the state, Georgiev said today. Each week, he reports to the Prime Minister on the topic of the topic: all files on signals of property fraud have been activated so as to clarify the schemes applied and make the necessary changes to the legislation. It aims to give publicity to these schemes so that people are kept, and officials – notaries, employees in municipalities to which the information about them reaches, are encouraged to report.
Georgiev will propose changes to the regulatory framework to stop the functioning of the so -called voluntary arbitrations, through which frauds are managed. Only the « good » with transparent practices will remain so that the courts do not load.
Now finding arbitration is easier than finding a fruit-vegetable.

The Minister has warned the Chamber of Private Enforcement Agents to start self -cleansing, because if this mechanism does not work, the state will intervene. He was outraged that the Chamber had defended the enforcement agent working on the transaction with Ushkolova. The ministry has identified at least four cases in which the enforcement agent has accepted fees for tens of thousands of levs, but did not check that this is true. In the opinion, the Chamber declared these violations formal, from which there was no harm, instead of verifying the Ministry’s requests for disciplinary proceedings.

Georgiev emphasized that the property mafia involved in the development of the competent lawyers who develop the schemes, finding holes in the law. He added that money was laundered through these transactions and Bulgaria had the ambition to come out of the gray list of countries that allow it.

Exams, trainings and tax relief for experts
The Minister announced that changes were also being prepared in the activity of the experts in order to overcome the shortage of competent staff in the forensic expertise and the acceleration of the court proceedings.
It is envisaged to introduce an exam for the experts and the ministry to obtain the authority to request the deletion of experts, « when played with the parties. »
At the same time, the state will organize training for experts, including specialists from foreign countries. Young specialists with the right education will no longer be required for 5 years. It will be facilitated and hearing the experts in court hearings online so as not to delay cases when they cannot be physically present in the courtroom.
« We have increased the remuneration, there are no more complaints. We will have talks with the Ministry of Finance to recognize more normatively inherent costs, » Georgiev promised.
