The Ministry of Construction offers to tighten the approach to financing the overhaul of apartment buildings due to citizens’ contributions – the department has prepared a bill proving the maximum deferment of the start of their payment in new buildings from five years to one year. The possibilities of owners are also limited to reduce the amount of the contribution in case it exceeds the increased tariff that previously approved by them. Experts believe that the changes will increase the occupancy of the overhaul funds and increase the financial stability of the system, but in some cases they may be painful for citizens.

Amendments to the Housing Code are aimed at increasing the financial stability of the overhaul system of apartment buildings, the Ministry of Construction reported. Recall that the main source of funds for such repairs is the monthly contributions of citizens. They are sent either to a special account from which the overhaul of a particular house is paid, or entered the “common boiler” – to the fund of the regional operator, from which all work is financed.

As explained by Kommersant in the Ministry of Construction, the collection of contributions from citizens in 2024 exceeded 98.3% (and this is a record in ten years). The total amount of funds raised in the department did not clarify. It is known that the average payment in 2024 amounted to 12.6 rubles. per 1 sq. m of the area of ​​the apartment, in regions, the tariff varied from 1.5 to 26 rubles. per 1 sq. m.

The bill of the Ministry of Construction provides for a reduction in the maximum period of delay in paying contributions for overhaul from five years to just one year. The department explains such toughening in the explanatory note to the project by the fact that the period of payment of contributions should be “as close as possible to the period of operation of the house, since modern apartment buildings contain expensive equipment and high -tech materials, the wear of which begins from the moment the apartment building is put into operation”. It should be noted, however, that in practice, not all subjects of the Russian Federation use the five -year maximum delay. According to the Ministry of Construction, in 27 regions it is 4.5–5 years, in 19 – 3-4 years, in 18 – 1-2 years, and in 21 subjects of the Russian Federation – only 3-8 months.

Another amendment, the department proposes to limit the possibilities of housing owners, who previously decided to establish the size of the contribution above the minimum in the region. Subsequently, they will be prohibited from reducing it if the size of the overhaul fund is not enough to finance the obligations to carry out work (now there is no such ban). It is assumed that this will protect the rights of owners in other houses (if we are talking about a “common boiler”) and ensure timely payment of work under contracts with contractors (if they are financed from special accounts).

In addition, it is proposed to expand the list of grounds for differentiation by houses of minimum contribution for overhaul. This list, in particular, is supplemented by the presence of an elevator in the house – as noted in an explanatory note, the problem of their replacement is “relevant for the regions”, while the contributions are “not always enough”.

The Kommersant Territory Development Fund said that changes will increase the amount of funds raised in overhaul funds and will contribute to increasing the transparency and efficiency of their use. The Association of regional overhaul operators did not comment on the bill.

The President of the NOSTRA association Anton Glushkov believes that the changes are aimed at increasing the controllability of funds at the regions level. With an average contribution to the Russian Federation in 12-13 rubles. per 1 sq. m for the full performance of overhaul requires at least 20–25 rubles. – Given the incomplete collecting of funds, the regions form a deficit even with the basic implementation of the program. Speaking of a reduction in deferment on payment of contributions, Anton Glushkov suggested that this could “become a painful innovation” for buyers of new housing (especially with their high mortgage load), but will increase the occupancy of overhaul funds.
