Former Deputy Ombudsman Elena Cherneva-Markova, who surprisingly resigned shortly before the fall of Nikolay Denkov's office and thus dropped out of the list of potential official prime ministers, and the country was left without an Ombudsman, nominated by GERB as deputy chairman of the discrimination committee. Elka Bozhova last year graduated in part -time law at Southwestern University. He also holds a master's degree in « Social Work in Municipal Structures » from Sofia University « St. Kliment Ohridski », as well as a bachelor's degree in Armenian Philology.

A surprising resignation and nomination a year later
On March 27, 2024, when it is almost certain that early elections are forthcoming and the president will first appoint a office in the new constitutional order, Elena Cherneva-Markova surprisingly resigns. Her decision was discussed during a plenary meeting, which reported that she was withdrawing from the post for personal reasons.

Markova had to take Ombudsman's position after Diana Kovacheva was elected a judge in the European Court of Human Rights (ECtHR). The rocade was to take place in April, when the term of office of the Bulgarian judge in the ECtHR Yonko Grozev expired. However, parliament did not open the procedure and so far the country has no Ombudsman. In addition, the list of potential official prime ministers, which includes the chairman of the National Assembly, the Ombudsman, the Governor or one of the three BNB and the Chairman of the Court of Auditors or his two deputies, has been narrowed.
