The Verkhovna Rada as a whole approved the bill №10298that expands the range of people who cannot adopt children. In particular, the ban was imposed on Ukrainians who were sentenced to state treason or glorification of the Russian military.

The document changes to the articles of the Family Code of Ukraine, expanding the range of people who cannot be adopters, guardians, guardians, patronage caregivers, foster parents or educators.

In particular, we are talking about Ukrainians who have been held administratively responsible for committing domestic violence or gender -based violence.

Also adopting the child will no longer be able to be condemned by Crimes against the basics of national security, in particular:

  • treason;
  • collaborative activity;
  • assistance to the aggressor state;
  • justification, recognition legitimate or denial of armed aggression of the Russian Federation and glorification of its participants.

The explanatory note states that the changes should not allow the adoption of people who « jeopardize the right of Ukraine to independence. »

« If a person is engaged in collaborative activity, aiding and aiding and facilitating a state-assertion state, he cannot raise a child in a spirit of respect for the rights and freedoms of other people, love for his family and family, his people, his homeland »– the authors of the bill believe.

They noted that in Ukraine, most cases of domestic violence are punished by administrative penalties. However, the ban on the adoption of children was still related to those who were criminally liable.

« There is a risk that the child will be transferred to a person who has been subjected to administrative penalties for committing domestic violence or gender violence. The state has no right to risk the life and health– said in the explanatory note.

Recall that in 2024 in Ukraine changed Rules for adoption of orphans and those who are deprived of parental care. In the new order, the child can be taken to a new family before the corresponding sentence.
