In the State Duma, they discussed fines for the sale of power engineers to children
On March 4, the State Duma adopted in the first reading the amendments to the Code of Administrative Offenses (Code of Administrative Offenses) on responsibility for the sale of power engineers to children and adolescents. During a long discussion, deputies mainly spoke out to strengthen the punishment. The document proposes to introduce fines for the sale of non -alcoholic tonic drinks by minors. The amounts will be from 30 thousand to 50 thousand rubles. For citizens, from 100 thousand to 200 thousand rubles. for officials and from 300 thousand to 500 thousand rubles. For legal entities.
The term “tonic drinks” is enshrined in the technical regulations of the Customs Union “On food safety”. Such drinks contain tonic substances, including plant origin (caffeine), « in an amount sufficient to ensure the tonic effect on the human body, with the exception of tea, coffee and drinks based on them. » In the Russian market, this category includes, for example, Red Bull, Adrenaline Rush and other « energy ».
Presenting the project, Nina Ostanina recalled that the law on the ban on the sale of such drinks to minors, in the development of which amendments to the Code of Administrative Offenses were prepared, entered into force on March 1. At the same time, she expressed the opinion that it is necessary to prohibit the sale of energy not only to children, but also to adults, as well as to introduce criminal punishment for repeated violations.
The deputies who later performed mainly proposed even more stringent measures to combat energy. Vladimir Sipyagin (LDPR) expressed the idea to increase fines for malicious violators. Biisultan Khamzaev (EP) suggested fighting for advertising of power engineers on the Internet, « including dragon methods. » Yaroslav Nilov (LDPR) complained that many sellers bypass existing prohibitions and said that he should introduce punishment in the form of correctional labor for such things.
The dissonance in this well -coordinated chorus was a speech by the televisionurudite Anatoly Wasserman (“Fair Russia – for the Truth”, SRZP) who decisively stated: “Against many other negative factors affecting the health of children, the influence of power engineers is not traced,” adding that tea and coffee can be prohibited with the same success.
“If you follow this logic, then we will have to think about whether we should prohibit life at all, because sooner or later they die,” Socialist -Revolutionarically summarized.
Colleagues in the faction hastened to disown the associate. Oleg Nilov assured that SRZP will support amendments to the Code of Administrative Offenses. And Nina Ostanina recalled that in the technical regulations, the ingredients of the tonic drink are listed, which distinguish it from tea and coffee. And, most importantly, the law on the ban on the sale of power engineers was signed by the president. “Well, argue with the president, say that he is wrong. Dare to do it? » – brought the decisive argument Nina Ostanina.
But Mr. Wasserman dared and turned out to be the only one who voted against at 400 deputies for the pros and one abstent.
