In the SDA they will be banned by « Carried car seats » and other items for the transportation of children

The Ministry of Transport is going to prohibit the use of cheap substitutes for car seats and boosters when transporting children. The ban will also affect the correators of seat belts and the so -called frameless car seats, unable to keep the child in the accident. Experts supported the amendments. At the same time, the State Duma plans to raise a fine from 3 thousand to 5 thousand rubles. For violation of the rules for transporting children.

T tightness related to the rules for transporting children are laid in the amendments to the SDA, which were published by the Ministry of Transport for Regulation.gov.ru. The current rules, recall, oblige to carry a child under seven years in a car in a “children’s holding device” (DUU). Children from seven to eleven years old can be transported using standard seat belts (but only in the back seat, in the front – only in the car seare). Violation of the rules is fraught with a fine of 3 thousand rubles. For citizens.

The term « children’s holding device » is now not disclosed in the rules. Some parents, using a loophole, buy cheap substitutes for car seats and booster, for example, fire seat belts (are usually a tissue triangular overlay with a clasp), the so -called frameless car seats, adapters, triangles and other products that do not ensure safety. Children from them either fall out or serious injuries are caused due to the wrong belt arrangement (it should not go through the neck and stomach). Similar products are often sold with certificates confirming that they are a de jure. Documents are presented to the inspector to avoid a fine. A similar practice causes “special concern”, the Ministry of Transport writes.

Amendments cover this loophole. For the first time, the term “children’s holding system (device)” is introduced in the SDA – it will be understood as the “design” designed for the transportation of children.

Requirements for such systems are established by the Rules of the UN No. 44. Strips, flexible elements with buckles, adapters, clamps, seat belts and other “similar objects” will be banned, this one will be written directly in the traffic rules. “The changes made are aimed at a clear definition of devices permitted to the use and the possibility of using dangerous alternatives even if there are“ dubious “certificates,” the Ministry of Transport said.

The amendments were the result of the joint work of the parliament, the Ministry of Transport, the Ministry of Economy and the traffic police, the first deputy chairman of the State Duma committee on the protection of the family Tatyana Butskaya (EP) told Kommersant. “All these“ frameless chairs ”,“ adapters ”,“ triangles ”are a serious danger,” she says. “Unfortunately, some parents are still buying these products. When the inspector stopped, some try to prove that they use Duu. With new rules, any disputes will be excluded: if the inspector sees that the child is not transported in a car seat or booster, then the fine will be inevitable. ”

Tatyana Butskaya says that from gas stations and offline stores, car seats and boosters have almost disappeared, but they are still available on marketplaces. “The changes will create the conditions under which the demand for these products will disappear,” the deputy is sure. “Their purchase will become meaningless.”

Denis Zagarin also supported the head of the FSUE testing center for us also supported. The influence of new traffic rules on the behavior of drivers can only be judged after law enforcement practice, he notes. Drivers buying “correctors” and “triangles” will not go anywhere, the expert emphasizes, they will continue to present certificates to inspectors in order to avoid responsibility. Denis Zagarin says that in principle, the possibility of issuing such a certificate must be excluded. “In Russia, the issue with the release of surrogates on the basis of documents issued by Russian accredited persons has been practically resolved. Such certificates are almost not issued, ”he claims.“ Joint work remains with other EAEU countries, on the basis of the documents of which such products falls into our market. ”

Recall that the State Duma also plans to tighten the fines for the transportation of children without a car seat and booster: they will be increased from 3 thousand to 5 thousand rubles. For citizens, from 100 thousand to 200 thousand rubles. For legal entities. The amendments were proposed by the members of the Federation Council Andrei Kutepov and Igor Treskov, in March 2025 they were supported by the Government of the Russian Federation (see “Kommersant” of March 10).
