In the regions of the North Caucasus Federal District, some foreign Internet resources are not available for two weeks. According to local providers, we are talking about more than 700 sites and services, many of which are gaming, including Steam, Ubisoft, as well as online games. Federal operators assure that “everything works regularly” on their networks, in Roskomnadzor problems with access to foreign resources are not observed. Nevertheless, there it is recommended to use only the infrastructure of domestic hosting providers.
Since April 14, problems with access to foreign Internet resources have been observed in the North Caucasus Federal District (SCF). From the circulation of the Provider M2Connect from North Ossetia (1.4 thousand apartment buildings, more than 13 thousand households and 200 companies) sent to the Digital Development Committee of the Republic and Roskomnadzor on April 16 (Kommersant), it follows that its subscribers do not have access to more than 700 foreign resources, most of which are gaming Platforms (for example, Steam, Ubisoft, TeamSpeak), as well as games (PUBG, Battlefield, League of Legends, etc.). “Excluding the reason in the zone of its responsibility and realizing that the problem is related to the filtration of traffic after passing through technical means on the communication network, an application was issued to the technical support service of the SSOP TsMU,” the provider writes.
In letters, the M2ConNECT indicates that there is no such problem on mobile networks and, due to the lack of explanations from the service, he cannot explain the situation to subscribers. The provider asks the authorities to « assist in solving the situation. »
“The fall in traffic is about 25%, and the locks occur selectively: foreign services and games that use Cloudflare and Amazon are not available. Already more than 1 thousand incidents, ”says M2ConNECT CEO Mikhail Dziov. Access problems were confirmed by another republican operator.
The subscriber base of broadband Internet access to the North Caucasus Federal District is 1.3 million people, says TMT Consulting analyst Irina Yakimenko. 5–7% of Fedokruug subscribers can be periodically encountered, the general director of the Telecomdaily analytical agency Denis Kuskov, based on the population and the main user base of such resources, evaluate.
Problems are also observed in other regions of the North Caucasus Federal District. Thus, the chairman of the Association of Communications Operators of the Republic of Dagestan (includes 30 companies) Ahmed Magomedov confirmed “Kommersant” that many foreign services are not available in the region for about two weeks: “Including gaming customers who use it very popularly, and it is logical that customer services are overloaded, responding to complaints of users who believe that Internet providers cannot provide services for a quality Internet communication. » He says that in this situation, communication operators find themselves in the « hostages of the bureaucracy » and cannot explain to subscribers what the reason is.
The inaccessibility of part of foreign services is confirmed by the Plasmaelecom operator from Ingushetia. “There are problems with foreign services, and only at a fixed access. It also works for us or Telegram does not work, ”says his general director Bislan Gagiev. In addition, problems were also observed in the Stavropol Territory: Post LTD and Timer providers reported in their groups on VKontakte on April 16 and 23, that they had problems with access to various resources. Problems in the North Caucasus Federal District “Kommersant” were confirmed by a source in the federal operator of communication.
In Megafon and Transtelecom, Kommersant said that their network in the region is working in the “standard mode”, in Vimpelkom, MTS, Rostelecom and Er-Telecom, they refused to comment.
The North Ossetia – Alania Kommersant’s digital development committee said that the executive bodies of the constituent entities of the Russian Federation were “not endowed with the powers to restrict access” to resources on the Internet, and redirected issues to Roskomnadzor. In Roskomnadzor, Kommersant said: “At present, we are not observing problems with access to foreign infrastructure.” “To post information resources, we recommend using the infrastructure of domestic hosting providers,” the department added. In the Ministry of Construction of the Russian Federation, as well as in the Ministry of Industry and Communications of Ingushetia, the Ministry of Construction of Dagestan, the Ministry of Energy of Industry and Communications of the Stavropol Territory did not answer Kommersant.
