In mid -May, in twenty -two cities of Estonia, including in Narva, sirens will be alarming anxiously. But this is not worth fear, the rescue department warns. This will only mean that within the framework of the SIIL exercises, a warning system is tested across the country.

During the exercises, SMS-improvisations will also be activated, notifications in the apps “Ole Valmis!” and « eesti.ee ». The rescue department spoke about this on Tuesday, April 8, on his media -breaking. This time, the main emphasis of the event was made on a notification of danger, since in April it is planned to conduct an information campaign on this topic.

The head of the department of readiness for the crises of the rescue department of Erkka Pold, who took part in a briefing, constantly emphasized that the emergency can arise in Estonia not only as a result of military operations, but also because of any technogenic and climatic disasters.
Some Narva CT have already prepared for this.

Discuss in the family, at work, in CT

The first recommendation of the rescue department regarding how to prepare for emergency situations: to discuss in the family, with neighbors, apartment partnerships, what to do in case of their offensive; Make a plan and think through your actions in advance. Actually, educational anxiety in May will be carried out for this – to make people think about their readiness.
– You should know if your house will be electricity, heating, water, whether the sewage system will work. Think about alternative solutions, ”says Erkki Pyld. – Stell with food, drinking water, medicines and cash for at least seven days.

All detailed information and practical tips on preparing for crises are contained on olevalmis.ee. This application can be downloaded to your phone.
Erkki Pylda cited the example of Finland, where over the past 70 years a whole system of readiness for crises has been built: bomb shelters have been built, sirens are from time to time, the population knows the rules of conduct.

What sources of information to believe

According to Erkki Pylda, the situation with the synchronization of the Estonian energy system with continental Europe, which took place in February, showed how important it is for people to turn to reliable, read – state sources of information, and not rely on the opinions of bloggers and so on.

In the republic, a system of reliable information of EE-LARM has been created. What is included in it: SMS-improving geolocation, which can reach every resident of Estonia; Notifications in mobile applications « Ole Valmis! » and “eesti.ee” (they need to be downloaded and configured for your area); A network of sirens (already installed in 22 settlements of Estonia), direct notifications via ERR: text tapes on the ETV and ETV+television channels, as well as RDS texts on Vikerraadio.
You should also remember the crisis phone 1247.

Alerts now – in a language that is understandable to you

From April 15, warning will be sent in a language convenient for the user. Previously, SMS went simultaneously in three languages - Estonian, English, Russian. The new format will allow you to receive notifications in one language that can be selected through a mobile operator (Elisa, Tele 2, Telia).
“Check in what language you concluded an agreement with the service supplier, if in Russian, then the notifications will come in this language,” Gives the Council of Erkki Pyld.

Hide where you are!

If Siren sounded, it should be immediately (“immediately!” The rescuer emphasizes) go to the nearest shelter.
-It is important to know that you should not run out of the building where you are, and run along the street to some shelter. We must go down to the basement or go to the interior, where there are no windows. For example, in the bathroom, if a siren found you when you are in the apartment, in the office. The experience of Ukraine shows: most people die on the street or when they stand by the window, ”says Pyld.

At the end of 2025 in Estonia, 268 public shelters were noted, which can accommodate 229,691 people, which is 16.7% of the population. These shelters are intended for people who are emergency, the howls of sirens were found on the street.

The so -called « non -public » shelters are specially equipped places in the cellars of apartment partnerships. The rescue department developed special recommendations for CT how to adapt the building under the shelter, because, according to experts, people living in apartment buildings are most vulnerable to the threat of emergency.

The main goal of shelter is to protect people from a shock wave, flying fragments, fragments of shells, glass, air pollution and other direct threats.
As for CT, for starters, Pyld says, the garbage should be removed in the basements, and maybe it will be possible to make an emergency exit. Detailed recommendations are published on the website of the rescue department.

What if mass evacuation?

“The state never gives an order to evacuate, that is, the movement of hundreds of thousands of people, unreasonably – only in the case of a direct threat,” says Pyld.
And this will become known in advance: « Intelligence works. »

They will not be forcibly evacuated. But there will be opportunities for evacuation. For this, additional buses and trains will be involved. A person can be evacuated in his own car, but at the same time should be guided by the instructions of the state – what roads to go, because some of them will be used by the military. Naturally, there can be many traffic jams.
Pyld also advises to think about how you can evacuate yourself: where, to whom, on what. Maybe go to a safe area in your own car with relatives or friends in the village, to the country.

In evacuation, you should take food for a couple of days, as well as a blanket, a sleeping bag. All about evacuation in details – also on the site.
To the question “NG” where the inhabitants of Ida-Virumaa can be evacuated in the event of an emergency, the head of the readiness department for crises of the rescue department immediately replied: most likely to Central Estonia and Western Estonia, not to Tallinn.

Plans to massively evacuate the entire population of Estonia abroad, for example, to Sweden (and this information sounded a few months ago in the media) does not have the government, says Pyld.

Naturally, everyone will be evacuated – regardless of citizenship, age, nationality.
-There are some studies on the evacuation of the population from Ida-Virumaa. It is assumed that this can take at least 24 hours. But we in the rescue department believe that it takes much more time, – the Vypylda’s answer to the questions of local journalists sounded in the answer.

However, media brufing ended on a quite optimistic note:
– According to the response of our society, we see, people understand that we do not sow panic, and relate to the discussion of security issues very adequately.

Narva shelter with … flowers in 3D format

In December 2024, a two -year pilot project ended, within the framework of which 26 apartment partnerships throughout Estonia received financial support to adapt their basements under shelters. The budget of the pilot project amounted to 1.2 million euros. In total, 56 applications were submitted. In Narva, shelters in the basements with the help of state support were equipped with 4 partnerships: “Malmie, 4”, “Yoala, 11”, “Kangelast, 17”, “Kangelast, 9”.
Your correspondent visited Kangelast, 17.

– The question of organizing shelter in the basement of our house was resolved, of course, at a general meeting. The residents were “for,” says Lyubov Valashas, chairman of CT “Cangelast, 17”. -Firstly, everyone understood how important it is to take place of this purpose. Secondly, we have two large basements in our house, which once occupied stores, but recently they have been empty. So we did not encroach on anyone’s basement boxes. Thirdly, the state allocated money for this, and all work was completed at the expense of the project. We invested in our time and efforts – we wrote an application for the competition, thanks to our board member Wilva Kirs, who perfectly owns Estonian and the skills of writing projects; They searched for builders, it was necessary to submit at least three price offers for construction work, as a result they chose the Narva company Baltisigma Oü, and everything else. We were supervised by the rescue department, experts came to us more than once, helped with advice. Yes, it was a lot of joint work. Thanks for him to everyone – the residents of our house, the rule of the partnership, the rescue department, the builders!

As a result, in the basement on Kangelast, 17 (144 apartments, 4 entrances) two shelters appeared, each with an area of about 170 square meters. m, each for 75 people. There is everything you need: reserves of drinking water, two toilet rooms with sewer and a “dry” toilet, a set of telephone batteries, evacuation lamps, new generation smoke sensors, emergency output, chairs, benches, flashlights, sandbags … and such a small submarine – on the walls of the 3D domestic format 3D home flowers.

“This is the initiative of the board,” Lyubov Valashas says with a smile. – For fresh flowers, there is not enough light here. And I want to create comfort.
