In Moscow, the demand for office real estate under the MPT program is growing
The program implemented by the Moscow Creation of Labor Applications (MPT) became the driver of the construction of office real estate in the capital in the context of almost inaccessible borrowed financing. By the end of 2025, the volume of business centers built under this program will increase almost four times a year by the year, consultants calculated.
According to the results of 2025, according to the program for creating places of labor application in Moscow, 341 thousand square meters will be commissioned. The office real estate, which is almost four times more than a year by the year, was informed by Kommersant in the consulting company IBC Real Estate. Such a leap is associated with the growing volume of new buildings: to ensure maximum economic efficiency, housing developers receive benefits from the city through the MPT program, implementing commercial real estate objects, explains Dmitry Antonov, director of sales and office real estate department.
The program of the places of labor application was approved by the Moscow Mayoria in 2019 to attract housing developers to the construction of not only residential buildings, but also various commercial facilities that create jobs. At the moment, 153 agreements have been concluded with investors for the construction of 6.7 million square meters. m of real estate, calculated in the IBC Real Estate. This program involves benefits for payments to the city budget, including deferral, reduction or exemption from fees for changing the type of permitted use of land, and simplified requirements for bank guarantees.
Now, office real estate occupies the largest share in the structure of objects implemented under the IBC program – 42%, calculated in the IBC Real Estate.
At the same time, this segment attracts developers with growing rental rates and sustainable demand, says the partner of the consulting company Bright Rich | Corface International Sigush Baboyan. According to expert estimates, in January-March 2025, rental rates in class A business centers in Moscow increased by 0.8% year by year, to 32.7 thousand rubles. per 1 sq. m per year, in class B – for 7% year by the year, up to 25 thousand rubles. per 1 sq. m per year.
In 2025, the city hall excluded classic warehouses from the MPT creation program. This, according to Dmitry Antonov, will lead to an even larger number of developers on the office market. According to the head of the Department of Work with IBC Real Estate, Ekaterina Belova, in 2026, the volume of input of office space under the MPT program will decrease by 30% year by the year, to 231 thousand square meters. m, however, already in 2027, the indicator will increase sharply for more than twice a year by the year, to 509 thousand square meters. m.
In conditions of limited access to financing, the program for creating places of application of labor became a serious driver of the construction of office real estate, Ekaterina Belova notes. However, even record volumes of input do not keep up with the growing demand for business centers.
Today, almost all new office venues have already been implemented: by the end of 2025, the vacancy in the business centers of Moscow will remain at a very low level-3.6%, says Irina Khoroshilova, head of the office real estate department of Core.xp.
Developers who have launched office projects some time ago are already moving on to phased sales, selling squares in their business centers in a clip, says Mr. Antonov. As a rule, such transactions are drawn up under the contract of sale of the future thing (allows you to fix the conditions and price at the time when the thing does not exist yet). Now about 76% of the designed office objects are implemented under such agreements, they note in the IBC Real Estate.
