Import substitution by: What were discussed at the CIPR-2025

The government is discussing point support measures for software developers (PO) to accelerate the transfer of companies to domestic decisions. As Prime Minister Mikhail Mishustin noted at the CIPR-2025 plenipotentiary session in Nizhny Novgorod, now the help of an IT sector includes income tax benefits and reduced insurance contribution tariffs. Such state support has strengthened the IT sector, now the government intends to focus on increasing the effectiveness of budget expenses by promoting development with the potential of replication and mass implementation.

The results of three-year work on the transition of key sectors of the economy to the use of domestic were discussed by participants in the main plenary meeting of the Tsipr-2025 conference. As Mikhail Mishustin noted, the process is more intensively, « and in all segments – from operating systems and user applications to complex corporate platforms and technologies. » A significant contribution to the growth of demand for Russian products was provided by industrial centers of competencies (ICC, unite representatives of the industries and developers IT, which need to replace foreign software). In total, there are 36 such centers, more than 500 industry customers are concentrated in them.

Import substitution of the state is accompanied by active support by the state of both developers of IT solutions and the customers themselves. Since 2025, business can take into account the costs of this with a double coefficient, which makes it possible to reduce the database of income tax. For the developers, the main part of the support for an IT sector, including income tax benefits (a reduced 5%rate at a base rate for other sectors of 25%) and reduced tariffs of insurance premiums (7.6%) are preserved. According to the prime minister, thanks to the help of the IT sector, it is growing confidently (See “Kommersant” from April 2). The government will continue to maintain the transition to domestic software, he promised, the White House is working out additional measures.

We are talking about point assistance to developers and customers in the conditions of the expected budget consolidation and the struggle for the effectiveness of state -owners of the authorities intend to focus on the promotion of developments with the potential for replication and mass introduction of their products, with a priority for projects in the field of artificial intelligence and software with the opening of the source code.

“Today it is very important, because without stimulating demand, without a large number of enterprises and companies to use the product, it is impossible to scale and make it competitive,” explained Mikhail Mishustin.

In addition, the Prime Minister proposed to work out the tax incentive mechanism to compensate for part of the costs of companies that are independently engaged in the development of replicated IT solutions with their successful implementation. He noted that the government has already supported the applications of large companies on the implementation of more than 100 projects on the amount of about 150 billion rubles. And such developments are already used at other enterprises. Tax stimulation will expand such a practice, calculate the authorities.

In turn, ITSK reported on the results of IT import substitution. For example, according to the head of PJSC Gazprom Neft Alexander Dyukov, at present 84% of the IT landscape of the oil and gas industry is covered with domestic software. In metallurgy, this indicator is less and is 62.5%, said Alexei Mordashov, general director of the Northgroup holding. In the electric power industry – 82.4%, said the head of Rossete Andrei Ryumin. At the same time, he complained that the implementation of measures for technological independence would require a cost of 300 billion rubles from a company. By 2030, only 30%cover tariff sources, the rest will require additional tariff growth. In response to this, Mikhail Mishustin urged to look for replicated solutions – this is exactly what ITS was created.

The acceleration of import substitution in IT has become one of the national goals indicated by Vladimir Putin – by 2030 it should affect 80% of enterprises. At the CIPR-2024, Mikhail Mishustin admitted that there are many obstacles and, above all, these are financial restrictions on companies (See Kommersant on May 21, 2024). Alexey Mordashov then proposed creating a consortium to develop a domestic analogue of the bygone SAP (German developer of resource management systems, ERP). “Severstal” and Siber were hoped to create an analogue of SAP in five years, the businessman said (see “Kommersant” of May 21, 2024). Mikhail Mishustin asked how work was going.

“It turned out that all this is much more expensive and more complicated and requires more filigree elaboration,” answered Alexei Mordashov.

According to him, while there is a development of individual procedures and the search for a platform for ERP. “Either 1C will succeed, including along with Russian Railways, or we are based on Global (Russian ERP system.- « Kommersant »). But now we are not ready to take on obligations, ”said Mr. Mordashov. Mikhail Mishustin still asked him to think about how to form such a consortium, explaining this by the fact that the solution is necessary and such tasks should be set by ICC, offering Viktor Kharitonin to join the work and executive director of Pharmstandart.

According to the secretariat of the “digital” Deputy Prime Minister Dmitry Grigorenko following the results of his meeting with the heads of ICC, the White House determined the list of key projects of import substitution, they will be in special control. Among the selection criteria are critical development for the industry, the possibility of using software in critical information infrastructure, the implementation of the project in the interests of the defense industry, as well as the implementation of PLM-systems (complex solutions for the design and production of complex equipment). “It is important that all projects – both funded by grants and corporate – have been implemented on time and successfully implemented. The priority is not a source of financing, but the achievement of measurable practical results, ”the official said.
