Igas Orda wants to investigate additional payments to INEM internal trainers
The General Inspection of Health Activities (Igas) wants an inquiry to investigate additional payments to INEM internal trainers. The objective is to investigate whether a situation implies disciplinary and financial responsibility.
The decision was made after the audit that analyzed the legality and management efficiency of INEM, which resulted in a 500 -page report.
In the document, to which the Lusa agency had access, Igas states that they have concluded that additional payments to trainers do not have regulation that allows to “settle existing doubts as to legality”, specifically when training is not co -financed and occurs in the work context, integrating the functional content of the career.
“The situation described needs to be better investigated in a autonomous process, for the purposes of determining the facts related to any improper payments and the circumstances involving ACSS, IP, in clarifying the doubts raised by INEM, IP”, reads in the document, quoted by the Lusa Agency.
The inquiry that Igas recommend now should also analyze the speed and frequency of recruitment processes, to determine whether they are likely to imply disciplinary and financial responsibility.
Igas states that, between 2021 and 2023, INEM was processed by 49 competition procedures, which was evident the “inability to fill the entire job posts placed at the competition”.
In the three years, 490 vacancies were placed, of which only 250 were filled, according to Igas, which also underlines that in 2023, the number of jobs placed at the competition was only 46 and that it was not possible to recruit to the entire jobs.
One of the conclusions of the report is that the overall job occupation rate between 2021 and 2023 was 51%, stressing that the effectiveness of recruitment processes is not exclusively dependent on the frequency or speed of the contests, « but the lack of attractiveness of some careers of INEM and the requirements and conditions required for the purposes of entry in this institute. »
