In Serbia, some banks continue to charge a commission on payments for humanitarian purposes. Although it usually moves about one percent, this collection in citizens often causes indignation.

However, there are also positive examples of banks that have given a commission collection, wanting to support humanitarian actions and show social responsibility.

From the National Bank of Serbia (NBS), they said for today that the Law on Payment Services is prescribed that the Bank has the right to collect the benefit beneficiary.

They also added that the decision on collection or abolition of fees in humanitarian purposes only the Bank’s business policy.

Therefore, citizens advise that, before making a payment, checks of bank tariffs and choose the one that does not charge a commission for such transactions.

And there are. According to public information on the NBS site, some banks pointed out that they do not charge compensation in certain humanitarian payments, including Banca Intesa, NLB Komercijalna banka, Alta Banka, Srpska banka, Mirabank, OTP banka …

When it comes to banks that continue to charge this commission, although the NBS does not specify the amount of this compensation, requiring them to be clear, understandable and transparently, so that users can be informed before making a payment decision.

The NBS stands for the abolition of this fee

The NBS position on the payment of charges for humanitarian payments is to stand for its abolition.

« The National Bank of Serbia appeals to all service providers to show compensation for payments for humanitarian purposes, in order to contribute to assistance and support to those most needed, » the NBS in response to Dane.

From the Central Bank, they reminded that in 2019, after more representatives, they sent to all banks in which they considered the possibility of abolishing commissions for donations to credible humanitarian organizations, such as UNICEF and the Red Cross.

The NBS reminded that it then suggested that banks form and public announcements a list of organizations for which fees would not be charged, with a periodic update of that list.

The Central Bank reminded that during the fight against the Cavid-19 2020, the decision was explicitly prohibited by any payments for payment on dedicated accounts open for donations for these purposes, including the Accounts of the Republic of Serbia and the National Bank accounts.

Similar practice was applied in 2014. year during humanitarian actions to collect assistance for endangered floods.

OTP Positive Example: Number of transactions and total donations value tripled

One of the first banks in Serbia that decided to renounce commission income for humanitarian payments, through the initiative « together to solidarity », which, together with the Serbian Filanthropic Forum and the Trace Foundation, drew 2023. Years.

The leading communications consultant, CSR and sustainability in OTP Bank Milica Babić, told today that this initiative has encountered an extremely positive response among donors and civil society organizations.

According to her, the results quickly became visible – the number of transactions and the total value of donations are almost tripled.

« We believe that it is extremely important that through this initiative, the topic of the public has been focused on the public and individual philanthropy. In this way, the culture of giving in our society, » Babic said, « said Babic.

In addition to the abolition of commission, the Bank has also developed a register of civil society organizations, a unique base that allows donors a simple and transparent insight into projects that can support.

As Babic explained, the register includes all organizations that have passed the evaluation process and submitted the necessary documentation, regardless of which banks are an account open.

She pointed out that the registration of the register was a complex technical and organizational endeavor, but that they have successfully ensured that the account parameterization is possible regardless of which the bank opened an account.

Today, they have almost 1,300 parameterized accounts, and the system is designed to allow its constant update and expansion.

Babic emphasized that public invitation for organizations was still open, and that the application process is simple and affordable.

When asked what banks more « brakes » to abolish commission for humanitarian payments – profits or complicated procedures, Babić replies that the construction of the system for this purpose is.

« In this case, the essence is not in profit waiver, but in the installation of a sustainable and functional system that enables transparent and efficient support for humanitarian initiatives, » Babic concluded.
