The result of the National Project « Family » should be an increase in both the birth rate and the number of large families in Russia. This was announced on Friday at a meeting of the relevant State Duma Committee by Deputy Prime Minister Tatyana Golikova. The orientation of the project for the long -term population growth, however, will conflict with the medium -term need for the economy for workers.
Government plans It is impossible to substantially work with birth rate in the Russian Federation – without this it is impossible to significantly increase its level. This follows from the speech of Deputy Prime Minister Tatyana Golikova at a meeting of the State Duma Committee on the Protection of Family, Paternity, Motherhood and Childhood. In 2025–2030, new national projects will operate in the Russian Federation, including the « family ». The costs of it in the next three years will amount to 7.8 trillion rubles, consisting of five federal projects: “Family Support”, “Large Family”, “Protection of Motherhood and Childhood”, “Elder Generation”, “Family Values and Culture Infrastructure”. Conceptually, he continues three national projects of 2018–2024: “Demography”, “Health” and “Culture”.
The goal is to increase the birth rate in the Russian Federation to 1.6 to 2030. Recall, in recent years it has declined almost continuously and in 2024 amounted to 1.4 children per woman.
It is possible to achieve targeted birth rate, provided that not only the social sphere, but also … the economy, the development of housing and rural infrastructure, the improvement of cities and towns will work for this task, ”said Tatyana Golikova. According to her, all the activities of the national project can be divided into seven main directions, starting with the implementation of the approach “plus one child in every family”. “We expect that the number of large families in the Russian Federation by 2030 will grow by at least 15%, and the total birth rate of third children will increase by 28%,” said the head of the Ministry of Labor Anton Kotykov.
The authorities will also take up the alignment of high regional birth rate differentiation: now in the regions it can differ three times, and only by 38 (excluding new ones) – higher than the average Russian. Only in Chechnya and Tovy the indicator exceeds the level of simple reproduction (2.1). As an example of success at the regional level, the Deputy Prime Minister brought a pilot project to develop infrastructure in the Novgorod, Tambov and Penza regions. “According to the results of 2024, the number of women registered in a female consultation increased by an average of 15%. The number of women who have preserved pregnancy, from among those who came to abortion, has also increased by an average of 22%, ”said Deputy Prime Minister.
The third direction is the creation of conditions for combining professional development with the birth and education of children.
“Together with the Russian Union of Industrialists and Entrepreneurs, the Federation of Independent Trade Unions of Russia, recommendations have been developed for the implementation of corporate social policy. Informally, we call them a « corporate demographic standard. » At the end of the year, it was adopted by the Russian tripartite commission, ”said Deputy Prime Minister. The President, recall, had previously approved the idea of stimulating employers who support families with children, tax links.
The fourth direction of the project is an increase in the birth rate in rural areas. As Tatyana Golikova explained, the village was traditionally « the basis for the growth of the number in our country, large families. » Despite the decrease in the last ten years, it is in the village that the birth rate has been kept today at the level that the authorities achieve from the whole country by 2030.
A separate area of work will be an increase in families with children by expanding the conclusion of social contractions (when assessing the pre-persons, they will not take into account benefits for children, which will increase the number of such contracts by 100 thousand per year). Indirectly, the same goal will support an increase in the minimum wage to 35 thousand rubles. By 2030, the next reform of wages of state employees, planned for 2027. The authorities will also deal with the strengthening of reproductive health and the development of children's medicine. The Ministry of Health plans to expand the network of women's consultations and will continue to deal with infant and child mortality. Finally, the seventh direction is to strengthen the values of the family institution, events are concentrated here that continue the work of the National Project “Culture”.
It should be noted, however, that the task of increasing the birth rate that the national project sets itself is conflict with the needs of the labor market, and if it is completed, this will meditate the shortage of personnel. Now the level of employment among women in the Russian Federation is quite high (51.7%), but remains 15 percentage points lower than that of men, and as the birth rate will fall.
