How not to pass: The parties prepare two scenarios to stop Radev’s referendum
President offers parliament to ignore the constitution
Hypotheses
« Points of Points for the Future Political Project », « Pressure from Outside », Destabilization of the Cabinet, or on the contrary – a service for it – these are the most commented hypotheses for the decision of the Head of State in the political circles four days after its referendum decision. According to a source of GERB’s Diary, the purpose of the president is to destabilize the government, since « there is such a people » (ITN), and the BSP have occupied controversial positions on the subject and at the moment both formations are « in an apart. »
The president sees that this cabinet is desire to take the presidential election, which would not allow him to jump on the political field earlier. This is pushed by such a populist move.
Radev – From anti -corruption rhetoric to populism with the euro
« One of the reasons Radev wants a referendum, except to launch his political project, is that he has realized that an investigation into the Botash affair is being conducted, in which there is a clear testimony to his role and put pressure on Bulgaria to conclude a contract with Turkey
Ivaylo Mirchevco -chair of « Yes, Bulgaria »
However, MPs from different parts of the political spectrum are united about the thesis that if it is difficult to consider exactly what Rumen Radev motivated and what will be the short and long -term effects of his decision, it is clear that his decision is at risk of entering the euro area.
Two sources of Diary from different parliamentary groups claim that it is unofficially known that if there is a constitutional case in Bulgaria for the euro, then the convergent report will be either delayed or delayed. |

Two scenarios
Less than 48 hours before the first plenary meeting for the week, which is expected to resolve the referendum issue, political forces discuss two scenarios to resolve the case. The first option is to vote in plenary in the plenary’s proposal to reject the Voices of GERB, « We continue the change – Democratic Bulgaria », « MRF -New Home » and BSP, which together have 150 votes together.
President offers parliament to ignore the constitution
According to Dnevnik, the MRF-DPS is about to decide how to vote. If Ahmed Dogan MPs vote with « Again », then the referendum proposed by Radev will be rejected by 169 votes. |
However, in this hypothesis, there is a risk – the supporters of the Revival, Grand Privacy and Sword referendum will refer to the Constitutional Court. The three formations together have 54 MPs with the required 48 signatures for a constitutional appeal. However, the pending proceedings would become an obstacle to the convergence report, which is expected on June 4th.
Radev’s plan must be stopped in the bud.
Because of this, the ruling and opposition are also considering a way in which parliament does not at all come to a review of Rumen Radev’s proposal.
There are two scenarios – we either reject the referendum, or we return to Radev his proposal. The risks and benefits are still being calculated. One thing is clear – there will be no referendum on the euro.
« You can’t see the Constitutional Court for something that is not, » a deputy said to Dnevnik, according to which the referendum proposal should not be allowed. This is likely to happen with the decision of Parliament President Natalia Kiselova, who will not at all put the point on the agenda and argues that he is consulted in the Constitution. Such an appeal was officially made by Raya Nazarian of GERB, who is also deputy chairman of the National Assembly.
Kiselova will hardly play it this time.
According to Dnevnik, at the meeting of the Joint Management Council tomorrow GERB, ITN and BSP will decide which of the two options to apply. |
In the ranks of « We continue the change – Democratic Bulgaria » the question is also discussion, and for now « Yes, Bulgaria » is stating that there should be a vote to stop the initiative. The DSB supports the payment of the point as we « continue the change » supports both scenarios, as long as there are guarantees that the euro area will not interfere.
Opponents of this idea say that the refusal of the National Assembly to rule « will pour more water into the mill of Radev’s political project. »
« It is clear that there will be no referendum, but we have to declare political support for the adoption of the euro, and it is also being done with a constitutional majority, » says another source, which adds that leaving the issue is not good practice. |
What’s next
MPs are expected to see the change by the Co -Chairman of « Continue Democratic Bulgaria » Atanas Atanasov Declaration, by which parliament will confirm Bulgaria’s firm determination to accept the euro from January 1, 2026 and strongly opposes all attempts to replace one of the main foreign policy
Ivan Kostov: With his proposal for a referendum, the President strikes the authority of the institutions
Following the submission of the proposal of the Head of State for a referendum, it will be prioritized in the parliamentary committee on budget and finance and the Committee on Constitutional and Legal Affairs. Governors plan this to happen at extraordinary meetings as early as Tuesday (As of 7:00 pm on Monday, extraordinary meetings on May 13 are not scheduled – Bel.Avt.) Then a vote in the hall is also carried out, with a simple majority of more than half of those present to accept it. The vote is likely to be held on Wednesday, May 14.
According to the Law on Direct Investigation to Citizens in the positive decision (For whatever majority there is currently no – white auto.), the President scheduled a date for the referendum. The proposal, subject to the referendum, is accepted if it voted not less than the participants in the last elections for the National Assembly and if more than half of the voters participated in the referendum voted.
2,570 629 people voted in the last election, which means that less than 1.5 million votes would be adopted. |
Radev did not gather political support for the referendum, a ruling party stood behind him
However, if parliament rejects the proposal, there is an opportunity for 48 MPs to refer to the Constitutional Court, which has already ruled on the case. In 2023, Vazrajdane collected signatures for a national consultation with the question « Do you agree that the Bulgarian levs be the only official currency in Bulgaria until 2043? ». Then Parliament rejected the request, and « Revival », « there is such a people » and Radostin Vasilev appealed the decision. In February 2024, the court ruled and dismissed the appeal and thus finally confirmed that a referendum on the preservation of BGN as a currency would not be held on the grounds that
Art. 9 of the Law on Direct Investigation prohibits with a referendum to resolve issues that are already settled in international treaties concluded by Bulgaria, and such can only be carried out before the ratification of these contracts. |
