How Mikhail Mishustin held a meeting on the airfield infrastructure in the Ministry
On May 6, in mineral waters, Prime Minister Mikhail Mishustin held a meeting on the development of aerodrome infrastructure, first of all, the issues of attracting extrabudgetary funds were discussed in projects for modernization of airports. It is planned that 45% of the cost of reconstruction of 28 airfields in 2025–2030 will be provided with private means – through the use of the concession mechanism. However, the mechanism itself needs to be given: it is proposed to differentiate the participation of the federal center in the project depending on the passenger flow, as well as solve the problem of the growth of the tariff load on passengers.
The site for the development of the airport infrastructure has been chosen by the new terminal of the Ministry of Internal Airport of the Ministry ofodes. Prime Minister Mikhail Mishustin recalled that in the framework of the relevant federal project “Development of the supporting network of airfields” it is planned to build and modernize 75 regional airports. The budget, according to him, is provided for this, including additionally allocated 250 billion rubles.
However, he noticed the prime minister, it is necessary to attract more private funds, as an example, he cited the airport in the Ministry of Walls, which was built “primarily due to extra -budgetary sources” using the project financing factory (this is a mechanism for attracting VEB.rf syndicated loans for large projects).
So, for the construction of a new terminal in the Ministry of Walls, a syndicated loan of 12.2 billion rubles was involved, of which the state corporation provided 3.7 billion rubles.
According to the head of the Federal Air Transport Agency Dmitry Nucadrov, the new federal project will prioritize the concession mechanism for the first time: more than 124 billion rubles are provided for the reconstruction of 28 airfields in 2025–2030. extrabudgetary funds, which is 45% of the cost of work.
At the same time, he added, together with the Ministry of Economy, a “differentiated approach to attracting extra -budgetary funds depending on passenger traffic” was developed, its essence is that the projects for the modernization of airfields in which high passenger traffic, federal co -financing will be much lower than with low passenger traffic.
One of the problems of using the concessions mechanism, as follows from the speech of Dmitry Nyadrov, is the increase in the tariff load on passengers: within the framework of the existing mechanism, the cost of the airport tariff attracted by the concessionaire, which is reconstructed. The growth of the tariff load depends on the passenger flow, for example, in Kaliningrad we are talking about 80 rubles. on the passenger, and in Chita he can reach 700 rubles.
Against this background, it is proposed to change the approach to the distribution of the tariff load: within the framework of one holding, it will be distributed evenly into all the airports included in it.
When implementing this approach, Dmitry Nucerov explained, the tariff load will be an average of 150 rubles. on the passenger.
The fee will be charged as an infrastructure fee, and the funds raised will be accumulated in the subordinate Federal State Unitary Enterprise, which is assigned to the property, and then sent for reimbursement of investments invested by holdings for the reconstruction of the airport, including the repayment of bank loans. According to him, proposals are agreed with the Ministry of Finance and the Federal Antimonopoly Service, and disagreements from the Ministry of Economy are also settled. It is assumed that the changes should enter into force on September 1 – this, Dmitry Nucadrov specified, will allow us to conclude three concessions: in Kemerovo, Stavropol and Chita.
