How does ARMA work: a new scheme with arrested property

The National Agency of Ukraine for the Detection, Investigation and Management of Assets received from corruption and other crimes (ARMA) was founded ten years ago in 2015. The extraordinary level of Ukrainian corruption, as well as Russian armed aggression, led to the arrest of tens and hundreds of valuable enterprises, factories, buildings and even yachts.

It is obvious that such activity as ARMA has many corruption risks. The « right » redistribution of property is interested in many non -random persons.

In order that assets do not move from some corrupt officials to others (or even to the same because of the false persons), it is far from the first year that society demands from the transparency agency and the reform of arrested assets. After all, at the expense of all corruption and Russian assets, it is possible and necessary to fill the state budget billions of hryvnias. And as a consequence, to establish justice in many politicians in many speeches. But for some reason, this does not happen.

From berries to the home of trade units

ARMA on April 14 reported on the final transfer of the arrested manager property Ukrainian Berry LLC. The company is one of the largest berries in Ukraine.

« Campartett » is not a foreign company for ARMA. A few days after the creation, the consortium became a manager for commercial real estate in the capital’s high -rise building on Pavlovskaya Street.

In March 2025, the consortium was elected manager for the Trade Union House on Independence Square.

And in April 2025-for the flagship shopping center in Ivano-Frankivsk.

It is the only private company that has managed to win less than a year of activity in four competitions for a manager’s search.

In total, in two years of the ARMA leadership, Elena Duma successfully held 11 similar competitions. That is, « Kampartet » is currently managing more than a third of all the objects that have received the managers. How did this become possible?

Another connection with the Vice Prime Minister

According to YouControl, the Campartett Consortium was founded a year ago in May 2024. The first director of the enterprise was Taras Golub.

In the public register of electronic declarations, you can find Mr Golub’s declaration for 2019. The place « Place of work » states-advisor to the Deputy Prime Minister for European and Euro-Atlantic integration. That is, Golub worked as an adviser to Stephanyshina, and later headed the consortium, which, according to the sources of « Ukrainian Truth » in business circles, associated with the former husband of Stephanishina.

Here is an annex to the contract for the first tender won by Camparithite and dated May 31, 2024. It is signed by the ex-adviser Vice Prime Minister.

According to public data, the pigeon remains the director of the Campartett for almost six months until October 2024, and then notes on his Facebook page, which goes to work at the President’s office.

Taras Golub regularly spreads the European Ukrainian Ukrainian Council for Cooperation and Development on Facebook. He is a co -founder of this organization and until June 2024 was its signatory. Here is one of the posts of February 26, 2024.

As we managed to establish, former colleague Stephanyshyn Vitaliy Chubaevsky is currently working in the ARMA as director of the asset search department.

The declarations of Chubaevsky for 2017 and for 2018 indicate the position-Deputy Head of the Department of Cyber ​​Police of the National Police of Ukraine-Head of the Department of Combating Crime in Intellectual Property and Economic Activity of the Cyber ​​Police Department of the National Police of Ukraine.

And this means that Chubaevsky at one time was the head of the husband of Olga Stefanishina in the Cyber ​​Police Department. He now searches for ARMA assets, which he can subsequently receive a consortium control associated with the former husband of Olga Stefanishina. But that’s not all.

On May 13 this year, chaired by the deputy chairman of the ARMA Stanislav Petrov, authorized persons of the central office of the ARMA, together with law enforcement officers and representatives of Kampartett, adopted the Trade Unions House with a new manager. In April this year, another consortium was created with the inverse name « Priority », which in May became Andrey Mikhailovsky. And this consortium has also begun to be submitted to ARMA competitions.
