Housing in May decreased by 17%

In January – May, as follows from the operational data of Rosstat, the volume of commissioning in the Russian Federation amounted to 44.6 million square meters. m, 2% more than in the same period last year. Separately, 5.9 million square meters were handed over in May. m (minus 17% in annual terms). A decrease in input volumes is observed for the second month in a row, but in April it was less – 7.4%.

The May negative dynamics is caused by a slowdown in the rate of delivery of individual housing construction objects (IZHS). This segment was in the plus for the most part of 2024, as well as in February – March of 2025, ensuring an increase in housing input as a whole. The reduction in the input of the IZHS is observed for the second month – in April 4.4 million square meters were commissioned. m, 10.3% less than a year earlier. In May, almost 4 million square meters were introduced. m – minus 26.6%. In general, for January -May IZHS, it amounted to 33 million square meters. m – this is 7% more than in the same period of last year.

The sector of apartment buildings (MKD), which in January -April demonstrated negative dynamics, in May, on the contrary, went out into a plus. 1.9 million square meters were commissioned. m, which is 13% more than a year earlier. In just five months of this year, 11.6 million square meters were introduced. m of apartment buildings, which is 10% behind the indicators of the same period of 2024.

According to the results of only 2025, housing is expected at over 100 million square meters. m, first of all, at the expense of IZHS and touched the MKD sector for 2022–2023, when the demand for housing was high. Anxiety in the market is caused by the prospect of input of the MKD in 2027–2028 amid a decrease in the launch of new projects and the risks of overstraining new buildings in many regions (See “Kommersant” from June 17). According to Dom.rf, 15 million square meters were launched in January – May. m of new projects, 20% less than in the same period of last year. So far, according to analysts, the level of sales is insufficient in order to stimulate developers to increase the offer.

Nadezhda Kosareva, President of the Institute of City Economics Foundation, believes that the reduction in the input of the IZHS has not yet been indicating anything for the last two months, the conclusions requires a longer negative dynamics. At the same time, she adds, Rosstat leads the statistics of IZHS volumes built by the population, with an increase in the input of individual houses by developers, such volumes will dissolve in the general statistics of the input of any housing, including MKD. In general, the input of the IZHS, the expert believes, will grow – many citizens today demonstrate the choice of this form of residence.
