HJC requires more money from the government, employees do not suffice
Two years after the implementation of the new map that « merged » 9 the court and the same prosecutor, arguing that it would bring « efficient and in time for citizens » few of this fable on paper is implemented on the ground.
« There is an emergency to improve the construction infrastructure through the construction of new buildings for the High Court, the Court of Appeal of General Jurisdiction, the Administrative Court of First Instance, Tirana Courts of General Jurisdiction Tirana, Fier, Lezha and Durres, which would provide contemporary standards in fulfillment. » The finger indicator for this situation is directed to the government that has not given enough money. The problem is also brought to a few Judicial Council in a letter to the Ministry of Finance.
« Needs identified by the HJC, and consequently submitted by it as budgetary requirements for the following year, reflected in the MTBB Draft Budget Document 2025-2027, were about 41% higher than the budget approved and allocated, or in absolute value of 2,520,569 thousand lek, both for capital expenditure. »
Due to the truncated budget, problems with the implementation of the new judicial map are not only extended to the infrastructure. « The HJC, after achieving objectives in increasing the number of employees in the judicial system as well as increasing funds in current expenses in order to provide better services to the public, has focused on increasing the level of investment in the system, mainly on improving the construction infrastructure of courts and infrastructure of information technology systems. »
Another problem that the judiciary government also highlights in the report for 2024 is that despite the budget for 272 additional employees, the fund has been approved for only 133. This is at a time when all courts are covered by the stock of files waiting to be tried. /A2cnn/
