Here are what areas of Tirana will be blocked on May 16 for the arrival of European delegations
The State Police has taken measures to guarantee public order and security during the European Political Community Summit, on May 16, 2025. From 06:00 to 18:00 there will be a blockage of movement in some axes and restrictions of movements.
- Summit area block
From 06:00 – 18:00 dated 16.05.2025, will be inaccessible by pedestrians and tools, the entire perimeter of the square where the activity will take place, perimeter which includes roads:
From the intersection with the Boulevard « Jean D’Ark » to the intersection of « Myslym Shyri » street, the segment of « Myslym Shyri » street from the intersection « Ibrahim Rrugova » to the intersection with the « Martyrs of the Nation » Boulevard, « Ibrahim Rrugova » road from » « Ded Gjo Luli », « Urani Pano » Street in the Barricade Road to the intersection with « George W. Bush » and « Zogu I » Boulevard to the Tunnel of « The former Circuit ».
Given this limiting perimeter of the area:
o Boulevard « Zogu I » towards « Skanderbeg » Square, will be diverted to the Ministry of Justice;
o Durres Street will be diverted to the Ministry of Education and Sports;
O Kavaja Street will be diverted to the « smoke » traffic light;
O « Myslym Shyri » street will be diverted to the branch of « Sami Frashëri » street;
O Dibra Street at « Selvia » and « Hoxha Tahsim » street will be diverted to the intersection of « Tefta Tashko » street.
- Road axes
Complete road axes blocking:
For security purposes on the passage of delegations coming from Mother Teresa Airport (and other border crossing points PKK Hani i Hoti and PKK Morina) towards Tirana:
On 14.05.2025, from 22:00-23.00, there will be a full blockage of vehicle movement on the « Mother Teresa » airport Rinas-entrance to the New Highway « Thumana-Kashar », « Tirana-Durres » Highway-Kashar-Crucifixion » « Palace of Arrows » – Old Sauk roundabout – Elbasan Street – Hotel « Plaza » (direction of arrival from airport to the city of Tirana).
On 15.05.2025, from 08:00-24:00, there will be a full blockage of the movement of vehicles in the time interval of the delegation movement on the road axis: « Mother Teresa Airport Rinas-Entering the New Highway » Thumana-Kashar « – » Durres-Tirana « highway-Kashar » New Wing of Astir – Crossing at « Palace of Arrows » – Old Sauk roundabout – Elbasan Street – Plaza Hotel – George Street. Bush « – » 28 November « Street- Dibra Street- » Urani Pano « Street- » Skanderbeg « Square. »
On 16.05.2025, from 06:30-11:30, there will be complete blockage of vehicle movement on the road axis: « Mother Teresa Airport Rinas-the New Highway » Thumana-Kashar « , the Durres-Tirana-Durres highway-Kashar’s Crossing- » Astir – Crossing at « Palace of Arrows » – Old Sauk roundabout) – Elbasan Street – Plaza Hotel – George Street. Bush » – » 28 November « Street – Dibra Street – » Urani Pano « Street – » Skanderbeg « Square. »
On 16.05.2025 from 13: 00-18: 00, there will be complete blockage of vehicle movement on the road axis: « Skanderbeg Square-George road. Bush »-Elbasan Street-the Roundabout of the Old Sauk-New Ring of Astir-« Tirana-Durres » « Mother Teresa » Rinas. «
Clarification: The crossings will be blocked on both sides, at the time of the delegation passes
Given these blockages at these times, citizens and drivers pray to follow the police instructions and use alternative routes to be suggested:
- Axes will be accessible to Rinas:
o Secondary roads of the Tirana-Qafe Kashar-Rinas highway;
O northern ring, branch of “Paskuqan – Institute – Kamza – Domje – Laknas – Rinas :;
- For the Astir area will access the connecting routes:
o underpass of the « Palace of Arrows »;
o Overpass « Teodor Keko » – overpass of « Eagle » Square – connecting branches on the secondary roads.
- For the Student City area, Qamil Guranjaku Street, the German villa block will have access to alternative roads with Bajram Curri Boulevard, towards Bryli.
- For the entrance and exit to the « Shefqet Ndroqi » hospital, at the Sanatorium district, they will occasionally have deviations according to the schedules of the delegations and may have access to « Pasho Hysa » street, towards Ali Demi Street.
III. Parking lots
o On certain roads of the capital, parking and staying for a temporary period will be prohibited. This measure will be valid throughout the Summit Day.
o The means that violate this order shall be removed in the carriage and the relevant administrative measures shall be taken against the drivers.
On 15.05.2025 – 16.05.2025 will be inaccessible public/private parking:
o In Rinas, 2 parking in VIP area and 2 private parking in front of VIP area.
O in Tirana, underground parking at Skenderbej Square, Hotel « Plaza », Hotel « Tirana », Torre Drini building, Toptani Shopping Center, Green Tower Tower.
Given the restrictions, we advise avoiding movement by personal vehicles towards Mother Teresa Airport.
- Partial restrictions
There will be traffic restrictions in areas around the countries where the summit activities take place. On 15.05.2025-16.05.2025, there will be a temporary restriction of vehicle movements on road axes:

- On 15.05.2025, from 19:00 – 24:00, there will be partial restrictions on the axis: « Elbasan Street – Sauk District – Highway – TEG roundabout – State Reserves. »
- Stop, rest and attitude
o On 15.05.205 and 16.05.2025, during 06: 00-20: 00, the stay and rest of the vehicles, from the « Economics » district-Elbasan Street-« George W. Bush » Street and all the perimeter that has been deviated.
