Heat in Narva: February kept prices, but what will happen next?
The average heat tariff for February in Narva amounted to 77.19 euros for Megavatt-hour, which would keep the counts of Narvitians for heating at the same level and even reduce them a little. The average account for a three -room apartment in the city will be approximately 120 euros.
The maximum price for the heat set by the Department of Competition is 108.93 euros for Megavatt-hour, but, as the head of the Narva Soojusv pul Pavel Rushelyuk notes, in February it was the opportunity to use the turbine of the 11th Baltic power station for generating electricity and heat, which allowed the tariff at the level of 71% of the maximum.
“High prices for electricity were given the opportunity to use the 11th power unit almost all of February, so that the gas boiler room did not have to be involved by 100 percent, namely, from this calculation, a tariff ceiling of 108.93 euros for Megavatts was installed,” says Rushelyuk.
So far, we can say that Narva consumers with paying for record accounts cope.
“The average account for February for heat in a standard three -room apartment was approximately 120 euros, this follows from the calculations of Narva Soojusvõrk, which I got acquainted in detail. The work of the power plant allowed, in fact, to keep prices at the level of warmer January, ”added the mayor of the city of Katri Raik.
Just the other day, the Department of Competition voiced a new tariff-124.42 euros for Megavatt-hour, which caused the next surge of the indignation of the Narvity. At the same time, according to forecasts, April accounts for heat due to warmer weather will remain at the level of winter months.
“In April, low electricity prices are predicted, so the turbine of the 11th block will not generate heat … Unfortunately, the price of heat will increase because of this,” explains Rushelyuk.
The turbine will be put for repairs
In April, the heating season will end, after which repair work will begin on the turbine of the 11th Baltic Board of the Baltic power station. It is planned to put it into operation by mid -December.
“The scale of the tragedy has yet to be set. When we get out the block out of work, we can evaluate the degree of wear of the units. The entire list of works has already been agreed with the Enefit Power management, the necessary materials and details have been ordered, ”said Rushekuk.
For the Narvityans, this means that at the beginning of the next heating season, the prices for heat energy will be much higher, and the account for the standard “three -wing” (only for heating) can reach 200 euros. However, this is the most pessimistic scenario.
“Here, the weather and the market price for gas will play the role. According to the law, the heat tariff must be recalculated when the price of gas changes by more than 5%, and for such a long period (half a year or more) it is impossible to make solid forecasts, ”adds Rushcheryuk.
In this situation, it remains to be hoped that already in December a repaired 11th block will connect to the generation of heat. Its resource after major repairs will be 3,000 hours of work. In total, it is planned to spend 5 million euros on the modernization of units.
“So far, we can say that Narva consumers cope with the payment of record accounts. We do not see delays in the payment of heat from apartment partnerships, with the exception of, perhaps, isolated cases, ”added the head of Narva Soojusvõ.
There is no solution to the new boiler room
Eesti Energia plans for the construction of a new gas boiler house in Narva are still on paper. Despite the fact that preparatory work on the organization of the competition is already underway, a political decision on the place of placement of new heat generating capacities has not yet been made.
“There is no final decision yet, but we are going to submit preliminary conditions for the competition for consideration by the regulator no later than March 14. Further, depending on the presence or absence of comments, it will be possible to hold the competition itself. We hope that it will be possible to do this no later than mid -April, ”explains Rushekuk.
If these plans come true, the new boiler room in Narva will be commissioned on September 1, 2028.
