Has taken the Treska hostage

The psychologist’s order follows a strong debate on the name of who will direct it. Brunilda Laboviti, who says he was elected as president of the order at a meeting dated June 5 this year, addressed a letter to the Prime Minister, some ministries and the Tirana Prosecutor’s Office regarding the situation.

She claims that the mandate of Valbona Treska, who is the current president of the Order, elected in 2021, has been completed since the beginning of April 2025. For this reason, a party, dated June 5, were organized, attended by 451 members of the Order Assembly.

« Of which 238 votes have been for the candidate already elected as President Dr. Brunilda Laboviti and 140 votes for the other candidate, Ms. Elona Mustafaraj, » the letter reads.

But Laboviti claims that on June 13, a week after June 5, where she says she was elected president, a « unknown » meeting took place. Her letter states that the Council has gathered in unknown environments. But in addition, according to Labovit, at this meeting it was decided that active voting members at the June 5 meeting were 1480 psychologists.

Based on the minutes of the Electoral Commission of that date, only 451 participated, failing to reach the simple majority of members to elect the President of the Order and at the same time the National Council. But Laboviti claims that the law has been interpreted differently and illegally.

« As it is clear, this unlawful council and the former president, contrary to the basic knowledge gained in the first year of the Faculty of Law, have estimated that the simple majority of membership means 50%+1 vote, which is absurd and completely illegal, as the simple majority is a vote and the law in question does not require a majority. Absolute and represents the lowest form of the qualified majority, which usually appears in 2/3, 3/4, 3/5, etc., ”reads that Treska herself was chosen with the votes of 421 members.

For this reason, Labovit accuses Treska of deciding to hold the institution of the president of the Order of the psychologist.

« Its motives and intentions and collaborators remain unclear, but we have the right to suspect the mismanagement and abuses that have occurred in the order from the creation so far, which are required at all costs to provide illegal protection from the audit and control of membership, etc., according the letter to the institutions.

Laboviti points out that non -recognition of elections is an illegal action that violates the normal functioning of the professional self -regulatory body.

« Further, the arbitrary and wrong interpretation of the quorum and the simple majority, by establishing unfounded criteria for the declaration of invalidity of elections, is in flagrant opposition to electoral law and general principles of public law, » the letter reads.

It requires the change of authorities to restore legality, accusing, among other things, Treska, even having consumed the offense of « abuse of office ».

According to her, the malfunction of the institution also endangers its tasks properly towards the justice, educational, health, and many other areas where the psychologist knows the « irreplaceable function ».

“In these conditions, we call on all law enforcement agencies to take immediate, clear and strict actions to restore legality and interrupt lawlessness and not fall prey to procedural games for research and claims ‘prima facie’ abusive. It is like some other orders. Its National Council of 2021 to give up as soon as possible and restore legality by allowing normal functions by the elected bodies in the elections dated 05.06.2025, ”Laboviti said in its letter.

The Assembly of the Psychologist’s Order also demanded in 2024 the dismissal of President Valbona Treska. But the latter explained to « Opinion » at the time that there was not a third of psychologists at the meeting. She even claimed that those who participated at the time were manipulated as they were not communicated to go to the president’s dismissal.
