Half of the new buildings in Russia in the first quarter of 2025 was transferred later than the deadline
More than 48% of residential new buildings in Russia in the first quarter of 2025 were commissioned with violation of the initial terms. This is the maximum value over the past four years. Developers are balanced on the verge of profitability and sometimes intentionally put off the surrender of objects. At the same time, for more than a year, a government moratorium has been operating in the country for the payment of non -storage to equity holders for the breakdown of the terms for transferring the keys to the apartments.
In the first quarter of 2025 throughout Russia, the share of apartment buildings introduced in violation of the initial terms reached the maximum over the past four years – 48.4%, calculated in a single resource of developers (ERZ.rf) at the request of Kommersant. The previous anti -record was recorded in the first quarter of 2021, when developers rented 51% of the housing later, said in Yerz.rf. In the Ministry of Construction, they did not answer the questions “Kommersant”.
For developers, interruptions with the supply of foreign materials and equipment, the change of suppliers and general contractors, and financing problems are in time, the managing director of Metrium Ruslan Syrtsov. The delays may lead to a shortage of workers at construction sites, as well as errors in the design of houses and problems with connecting object communications, adds ANKRO Corporate Rating Group Anton Train.
In addition to the growth of the share of the housing in violation, the average transfer of objects has increased. In January -March 2025, the average transfer of the actual period of entering an apartment building or the transfer of apartments to equity holders increased by 23% to the previous quarter, up to 6.9 months, calculated in Yerz.rf. Growth began after the reduction cycle. In October -December 2024, the average transfer was 5.6 months, in July – September – 5.7 months.
Transfer of terms-a forced measure: developers are balanced on the verge of profitability due to the fall in demand and increase the key rate of the Central Bank, says Aigul Yusupova, managing partner of Unikey’s development company.
According to the analytical center Dom.rf, in 2024 the volume of sales of new buildings in Russia decreased by 22% year by the year, to 26.7 million square meters. m. Low sales do not allow to fill the escrow accounts at the same pace as the construction is required to finance, explains the head of the Erz.rf Kirill Kholopik. Even at the normal rate of construction, developers intentionally delay the delivery of facilities if the sales plan is made only by 50-60%, since after entering the house from escrow accounts, it will not be enough even to repay loans, Aigul Yusupova notes.
The Stroy Industry supports the government moratorium on the recovery and accrual of Nefts from developers for the breakdown of the terms for the transfer of apartments, which has been operating for more than a year, Ekaterina Levina’s top-strobel recalls. “For some developers, this has become a factor in relaxation,” she does not exclude. The moratorium is not the only reason for delays, but makes transfers with an economically justified solution in current crisis conditions, Aigul Yusupova objects.
Due to the moratorium, equity holders suffer financial losses. They cannot apply for penalties in the amount of 1/300 of the key rate of the Central Bank from the price of the contract for each day of delay, Anton Train states.
According to his estimates, with the average cost of housing in Russian new buildings about 170 thousand rubles. per 1 sq. m and the middle area of the apartment under construction 49 square meters. m The delay in the transfer of keys by six months with the current key rate could lead to a penalty of more than 1 million rubles if the moratorium had not been acting. The authorities should support the developers, but not to the detriment of equity holders, Ruslan Syrtsov is sure.
If the shareholder is forced to rent housing during the delay in construction, its monthly expenses may increase by lease, Anton Train notes. These are also impressive amounts. According to Dom.rf, in February 2025, the average cost of renting housing was 95 thousand rubles in Moscow. per month, in St. Petersburg-49 thousand rubles, in million-plus cities without capitals-36 thousand rubles. and in large cities with a population of 0.5 million to 1 million inhabitants – 32 thousand rubles. Based on this, additional average expenses of equity holders, who for six months delay the transfer of the apartment, will be from 192 thousand rubles. In a small city up to 570 thousand rubles. In the capital.
