Government is reducing the admission of students by public procurement at universities
Less will be the state subsidized places in specialties from 30 professional fields, including Philology, Psychology, Political Science, Law, Economics, Machine Engineering, Communication and Computer Equipment, etc. There is an increase in « Chemical Sciences », « General Engineering », « Health Care » and others.
In all 38 public higher education institutions (including military), the state will subsidize the training of 41 280 students, of which 35 454 after secondary education. They will study against state fees, whose average annual amount is BGN 1050. 16 551 units have been identified for paid training, with 1088 more than 2024/2025. PhD students will become 1577 people in public higher education institutions and 340 in scientific organizations – 210 in BAS and 71 in the Agricultural Academy.
Admission to private universities and higher education institutions is separate, the state does not limit it by defining numbers.

More places for military
More seats for the admission of a government procurement for students in the departments « National Security » and « Military Affairs » was requested by the Minister of Defense Atanas Zapryanov of his colleague at the Ministry of Education and Science Krasimir Valchev. For the first year
There are also a number for admission to the fields where universities and higher education will train for the first year. 28 students in the professional field « Architecture, Construction and Geodesy » will be accepted at the Lyuben Karavelov Higher Construction School in Sofia. In Burgas State University, 20 students in the field of « Health Care » and 30 more in the specialty « X -ray laboratory » will study. The National Military University « Vasil Levski » in Veliko Tarnovo will accept 30 students in the professional field « Machine Engineering » for the first year.

The students and doctoral students admitted by the decree are exempt from fees for application and study free of charge if they are citizens of Albania, Kazakhstan, Kosovo, Moldova, Northern Macedonia, Serbia and Ukraine.

Another 400 seats above the admission plan will provide the state for foreigners who have received temporary protection on the territory of Bulgaria. They can apply for the acquisition of a bachelor’s or master’s degree.
With the additional number granted under a special regime, the state will pay for the training of a total of 43 527 freshmen during the 2025/2026 school year.
